Uzbekistan Senate Approves Revised Road Infrastructure Law
Tashkent, Uzbekistan (UzDaily.com) — The Senate of Uzbekistan reviewed and approved the Law “On Motor Roads” in its revised edition during a plenary session.
During the discussion, it was noted that in recent years, Uzbekistan has undertaken large-scale work to develop road infrastructure. At the same time, the existing legislation no longer fully meets modern requirements.
The revised law is aimed at developing motor roads, defining rules for their use, and regulating relations in road management in line with contemporary standards.
The document establishes the main principles of industry development. In particular, roads should be designed based on scientific calculations, management decisions should be made openly and transparently, while ensuring traffic safety and minimizing environmental impact. Equal and convenient access for citizens to road infrastructure is also guaranteed.
One key innovation is the formal introduction of both free and toll roads. The authorized body in this sphere is the Committee on Motor Roads under the Ministry of Transport of the Republic of Uzbekistan.
The law also focuses on safety measures. Specifically, the creation of artificial obstacles or uneven surfaces on roads is prohibited, and movement of heavy or oversized vehicles is allowed only with a special permit.
In addition, the document regulates mechanisms for organizing toll roads, implementing public-private partnerships, automated toll collection systems, and contractual relations between users and operators.
Senators emphasized that implementing the provisions of the law will help preserve the road network, reduce accidents, and protect citizens’ lives.
The adoption of the law is expected to lay the foundation for further development of transport infrastructure, increase traffic flow speed, reduce congestion, and decrease the number of road accidents.
Following the discussion, the law was approved by the Senate.
