Uzbekistan Senate Approves Law to Strengthen Security Operations
Tashkent, Uzbekistan (UzDaily.com) — During a plenary session, the Senate of the Republic of Uzbekistan reviewed and approved the law “On Amendments to Certain Legislative Acts to Enhance the Effectiveness of Security Activities.”
The document is aimed at modernizing the security system in line with current state policy priorities for ensuring public safety and protecting the property of citizens and organizations.
The law introduces amendments to the Code of Administrative Responsibility, as well as to the laws “On Internal Affairs Bodies,” “On Security Activities,” and “On Licensing, Permits, and Notification Procedures.”
Under the new provisions, responsible employees of the Security Department under the Ministry of Internal Affairs are granted authority to handle certain administrative violations, including smoking in public places, illegal hunting, tree cutting, and other environmental infractions.
Additionally, the Ministry of Internal Affairs is tasked with issuing permits for the design and maintenance of technical security equipment, while businesses will follow a notification-based procedure for their security activities.
Senators noted that the law aims to strengthen public safety, ensure stability and peace for citizens, and practically implement the principle that “human dignity is the highest value.”
Special attention is given to preventive measures: priority is placed on preventing violations rather than solely punishing them, so that security, prevention, and law enforcement function cohesively and efficiently as a single system.
Following the discussion, the law was approved by the Senate and adopted for implementation.
