Uzbekistan Senate Approves Law on Forensic Expertise

Tashkent, Uzbekistan (UzDaily.com) — The Senate of Uzbekistan approved the Law “On Forensic Expertise” during a plenary session, aimed at improving judicial efficiency, ensuring the independence of experts, and strengthening the rule of law.

The law defines the legal status of both state and non-state forensic experts, regulates their activities, and allows for the creation of individual expert bureaus.

The document establishes procedures for conducting forensic examinations upon requests from lawyers, individuals, and legal entities based on contractual agreements.

Institutions for accreditation and validation of expertise are introduced, and a state registry of organizations, experts, and research methods is created. Expert-qualification commissions are established to monitor quality and professional competence.

The law also codifies rules of professional ethics for experts, restrictions on conducting research in cases of conflicts of interest, and the powers of the Cabinet of Ministers and Ministry of Justice as the authorized bodies.

A Chamber of Forensic Experts is created to support non-state specialists, and mechanisms are provided for engaging foreign experts.

Senators emphasized that the new law ensures transparency and independence in forensic activities, expands citizens’ access to justice, and strengthens guarantees for protecting their rights and freedoms.
