Uzbekistan reorganizes Public Administration Academy into Academy of Public Policy and Governance

Tashkent, Uzbekistan (UzDaily.com) — The President of Uzbekistan has issued a decree titled “On measures to further improve the system of targeted training and effective recruitment of promising personnel into public administration and civil service.”

Under the decree, the Academy of Public Administration under the President of the Republic of Uzbekistan is being transformed into the Academy of Public Policy and Governance under the President of the Republic of Uzbekistan.

The newly restructured Academy will focus on:

Continuous professional development and retraining of civil servants;

Training future leaders through master’s and postgraduate programs in public administration and policy;

Establishment of a Supervisory Board to oversee the Academy’s development.

Starting 1 July 2025, government bodies and public organizations will implement structured professional development and retraining programs, tailored to the evolving needs of their staff. These will include traditional, alternative, and self-directed learning methods.

From 1 October 2025, the Academy will launch short-term executive training programs for current managers, candidates for leadership positions, and government officials. By 1 January 2026, it will offer retraining courses lasting up to six months for those seeking new qualifications in public service.

In the 2025/2026 academic year, the Academy will admit students to master’s degree programs in:

Integrated Regional Development

Public Administration

Human Resource Development

New master’s programs in Public Policy and Public Financial Management will be introduced in 2026/2027.

To build a talent pool of highly qualified executive personnel, the Academy will also develop specialized Executive MPA (Master of Public Administration) and Executive MBA (Master of Business Administration) programs. These will be implemented in collaboration with leading international universities through joint modules and degree programs.

This reform reflects Uzbekistan’s strategic commitment to professionalizing public service and preparing a new generation of forward-thinking, globally competent civil servants.
