Uzbekistan Ranks 104th in 2025 EF EPI Global English Proficiency Index
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan dropped to 104th place out of 123 countries in the EF English Proficiency Index (EF EPI) 2025, scoring 429 points, below the global average of 488. Last year, the country ranked 98th out of 116 countries.
EF experts classify Uzbekistan’s level of English proficiency as “very low.”
By individual skills, the results were as follows: reading — 420, listening — 385, writing — 498, speaking — 454. Writing and speaking demonstrated a “low” level of proficiency, surpassing reading and listening, which remain at a “very low” level.
Regionally, Ferghana achieved the highest score — 470 points, followed by Andijan (453) and Tashkent Region (447); the lowest result was recorded in Jizzakh — 395 points. Among cities, Fergana leads with 470 points, followed by Tashkent (469), Andijan (465), Namangan (464), and Urgench (463).
The highest levels of English proficiency were observed among individuals aged 31–40 and those over 40.
No significant differences were found between men and women in English proficiency levels.
Uzbekistan’s position in the EF EPI has declined since 2018: 86th (2018), 95th (2019), 88th (2020–2021), 89th (2022), 93rd (2023), 98th (2024), and 104th (2025).
In the region, Uzbekistan outperformed Kazakhstan (107th) and Tajikistan (110th) but lagged behind Kyrgyzstan (101st).
Among post-Soviet countries, Latvia (16th), Estonia (31st), Lithuania (33rd), Ukraine (45th), and Russia (49th) lead the rankings.
Globally, the top positions in EF EPI are held by the Netherlands, Croatia, and Austria.
The index tested 2.2 million adults across 123 countries in reading, listening, writing, and speaking skills. The EF EPI 2025 was published at the end of the year.
