Tashkent, Uzbekistan (UzDaily.com) — The Anti-Corruption Agency of the Republic of Uzbekistan has released the results of its annual assessment of the effectiveness and performance of state bodies and organizations in the field of transparency — the “Open Data Index 2025.” According to the results, 66 out of 97 evaluated institutions received the highest “green” category, a figure 3.5 times higher than in the first monitoring year in 2022.

Methodology and scope

The assessment has been conducted annually since 2022 on the basis of Presidential Decree No. PF-154. This year, the monitoring covered 97 ministries, agencies, institutions, and local government bodies. Evaluation was carried out using 8 indicators comprising 84 criteria.

Based on the total score, each institution was assigned to one of three categories: “green” (71–100 points), “yellow” (55–71 points), and “red” (below 55 points).

Overall picture: clear progress

The overall distribution in 2025 shows 66 institutions in the “green” category, 22 in “yellow,” and 9 in “red.”

Three-year dynamics indicate steady improvement. Compared to the first assessment in 2022, the number of “green” organizations increased 3.5 times, while the share of “yellow” institutions decreased by half and “red” ones fell threefold.

Data from accompanying infographics confirm this trend: in 2023, 31% of evaluated organizations were in the green category, in 2024 this rose to 50%, and in 2025 it reached 66%.

Top performers: who leads the ranking?

The highest transparency scores, 94.4 points each, were achieved by Navoi Mining and Metallurgical Combinat and Uzbekhydroenergo. Uzavtosanoat followed closely with 94.2 points.

The top five also included the Transport Control Inspectorate with 93.4 points and Almalyk Mining and Metallurgical Combinat with 93.3 points. The Ministry of Digital Technologies (92.6 points) and the Ministry of Justice (91.7 points) also ranked among the leaders.

Notably, large state-owned industrial and mining enterprises dominate the top positions, while among traditional executive bodies, the Ministry of Digital Technologies and the Ministry of Justice stand out.

Bottom of the ranking: “red zone” institutions

Nine organizations fell into the “red” category with scores below 55. The lowest result was recorded by the Tashkent City Administration (hkhkimiyat) with 40.0 points, followed by the Andijan Regional Administration with 43.0 points.

Other low-performing entities include Uzbekistan Railways (45.6 points), Tashkent Regional Administration (47.0 points), the Agency for Combating Desertification and Expanding Green Areas (48.5 points), the Supreme Court (48.7 points), Tashshaharttranskhizmat (49.1 points), and the Syrdarya Regional Administration (49.2 points). Aloanbank closed the list with 52.0 points.

Middle group: “yellow zone”

Twenty-two institutions were placed in the “yellow” category (55–71 points). The highest score in this group was achieved by Uzbektransgaz with 60.2 points, followed by the Committee on Religious Affairs with 60.1 points and the Committee for the Development of Veterinary and Livestock with 59.6 points. The lowest within this category was Uzbekkomir with 55.3 points.

Among regional administrations, Namangan (56.6), Surkhandarya (56.0), and Ferghana (62.6) were also placed in the yellow zone, indicating significant regional differences in transparency levels.

Central Bank: 83.8 points

The Central Bank of the Republic of Uzbekistan scored 83.8 points, ranking 28th overall and placing it firmly in the green category. Among banks, Turonbank achieved one of the highest results with 90.0 points (11th place), while Microcreditbank scored 77.6 points (44th place).

Plans for 2026: expansion to district level

The Anti-Corruption Agency announced plans to expand the monitoring system. Starting from the second half of 2026, a pilot project will assess the transparency of district and city administrations, as well as organizations in the Navoi region, via the platform index.anticorruption.uz.

If successful, the initiative will be extended nationwide, expanding the Open Data Index to the level of local governance.
