Uzbekistan Proposes Restricting Vehicle Travel Abroad Based on Power of Attorney
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has proposed changes to the procedure for issuing powers of attorney for vehicle use. A draft resolution detailing the initiative has been submitted for public discussion.
Under the proposal, a new provision would be added to the text of a power of attorney, specifying whether the authorized individual has the right to take the vehicle outside the country. This measure aims to more clearly regulate the actions of authorized drivers and prevent potential misuse.
The proposed amendment is prompted by a growing number of cases in which vehicles taken abroad under a power of attorney are not returned. In 2024 alone, incidents were recorded involving the export of vehicles owned by approximately 50 Uzbek citizens that were never brought back. In June 2025, eight additional similar cases were reported.
It is worth noting that since July 2024, Uzbekistan has allowed powers of attorney for vehicle use to be issued online through notaries, streamlining the process of delegating vehicle management.
According to the authors of the draft resolution, the new requirement would strengthen legal protections for vehicle owners.
