Uzbekistan Presents Human Rights-Based Approach to Social Development in Geneva

Tashkent, Uzbekistan (UzDaily.com) — Chairperson of the Senate of Uzbekistan Tanzila Narbayeva delivered an official statement during a panel discussion at the Global Coalition for Social Justice Forum in Geneva. The event focused on the theme: “Partner Dialogue – The Human Rights Economy.”

In her remarks, Tanzila Narbayeva emphasized that under the Uzbekistan–2030 Strategy, initiated by the President, special attention is being given to the protection of human rights, the promotion of social justice, and the creation of decent living conditions for every citizen. She stressed that economic and social policies must serve the interests of the individual, and that personal rights and freedoms should form the foundation of an inclusive and sustainable development model.

She stated that Uzbekistan’s key priorities include human capital development, combating corruption, effective governance, and ensuring environmental sustainability — all of which align closely with a human rights-based economic approach.

The Senate Chair also highlighted the country’s progress in labor rights protection. In recent years, Uzbekistan has ratified all core and priority conventions of the International Labour Organization (ILO). The updated Constitution, adopted in 2023, and the revised Labor Code enshrine provisions that meet international standards. In particular, the role of collective agreements has been enhanced as a mechanism for safeguarding the rights of vulnerable groups — including women, youth, and informal sector workers.

She also noted a transformation in the approach to social protection. It is now viewed not as a form of assistance, but as an inalienable right of every individual. The National Social Protection Strategy until 2030, developed jointly with the ILO, aims to ensure universal coverage, improve the quality of social services, expand social insurance systems, and strengthen active labor market programs.

In conclusion, Tanzila Narbayeva stressed that human rights must be deeply integrated into the architecture of global financial governance. Such an approach, she stated, is essential for achieving the Sustainable Development Goals and realizing the principle that “no one should be left behind.”

During the event, the Office of the United Nations High Commissioner for Human Rights commended Uzbekistan’s recent progress in the field of human rights. Uzbekistan reaffirmed its commitment to open international cooperation, knowledge-sharing, and the continuation of reforms rooted in the primacy of individual rights and freedoms.
