Uzbekistan plans to create 3 million jobs in the service sector

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a resolution "On additional measures to create favorable conditions for the sustainable development of the service sector."

The document sets key targets for the sector’s growth in 2025, including a 15% increase in service volume, the establishment of 52,200 new service facilities, and the creation of 3 million jobs in the service industry, ensuring stable incomes for workers.

Additionally, the 1% social tax rate, introduced under subparagraph "a" of paragraph 2 of Presidential Resolution No. PP-104 from 27 January 2022, has been extended until 1 January 2028.

To support industry development, 67.4 trillion soums in credit funding will be allocated in 2025, with 4.5 trillion soums designated for the creation of new service facilities by leasing non-residential premises to entrepreneurs through developers.

Furthermore, 1 trillion soums will be allocated to infrastructure development for 652 key regional projects, including 72 coastal recreation zones, 62 modern parks, 154 24/7 shopping and entertainment streets aimed at tourists and the gastronomy sector, as well as 364 road and service facilities.

The resolution also includes urban, suburban, and intercity passenger transport by private cars in the list of activities available to self-employed individuals, though a license will be required for this type of work.

Starting from 1 April 2025, a new procedure will be introduced for responding to tax violations detected by tax authorities at assigned enterprises and business entities in local communities (mahallas).

For a first-time offense, a warning will be issued. If the violation is repeated within three days, tax authorities will have the right to conduct an on-site inspection.

The inspection will be carried out upon notification of the Business Ombudsman and must be registered in the "Unified State Control" system within 24 hours of initiation.

The inspection report will serve as the basis for further decisions on identified violations.
