Uzbekistan plans to adopt law “State of emergency”
The draft law states that the objectives of the state of emergency is to eliminate the circumstances, which resulted in its introduction, the protection of the constitutional order of Uzbekistan, territorial integrity, public safety, rights, freedoms and legitimate interests and security of citizens.
State of emergency can be introduced in case of external threat to constitutional order of Uzbekistan, threat to life and security of the security of the citizens, terrorist attacks, capture of objects and elimination of which is impossible without emergency measures. State of emergency can be enacted in case of accidents.
The draft law says that state of emergency is introduced by the presidential decree and it is considered by the parliament. The decree should be published.
The term of the state of emergency can exceed 30 days, and in some places – 60 days. It can be extended in line with the presidential decree.
The document said that some measures and limitations can be introduced within the state of emergency such as partial or full suspension of authorities of the state bodies, limit movement of people, strengthen protection of public order and important objects, etc.
The draft law said that forces and means of Interior Ministry, National Security Service and Emergency Ministry and others can be used to ensure the state of emergency. Armed Forces can be also attracted in line with the presidential decree.
The document also regulates other issues related with the state of emergency.
