Uzbekistan Parliament Approves Draft Law on Technical Regulation
Tashkent, Uzbekistan (UzDaily.com) — At a regular session, the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan conceptually reviewed in the first reading a draft law aimed at further improving the country’s technical regulation system.
The document provides for enhancing procedures for product conformity assessment, expanding voluntary standards adoption, reforming metrology in line with international requirements, and strengthening the independence of accreditation bodies.
Special attention is given to harmonizing national legislation with the requirements of World Trade Organization agreements.
The draft law proposes amendments to existing legislation, including the laws “On Technical Regulation,” “On Standardization,” “On Metrology,” and “On Accreditation of Conformity Assessment Bodies.”
New mechanisms will be introduced to ensure product safety through technical regulations, along with the removal of certain mandatory state registration requirements for goods.
In the field of metrology, new calibration procedures for measuring instruments will be established to protect consumer rights, safeguard the environment, and ensure safety. The accreditation system will implement measures to prevent conflicts of interest, enhance transparency, and align with international standards.
The draft law clearly defines the responsibilities of producers, importers, and sellers for violating technical regulation requirements, including financial penalties for false or misleading product labeling.
The responsibilities of conformity assessment bodies are also reviewed within the framework of legislation and contractual relations.
Following the session, the draft law was approved in the first reading, laying the foundation for further improvement of Uzbekistan’s technical regulation system and enhancing product safety in the national market.
