Uzbekistan Parliament Approves Draft Law on Product Safety

Tashkent, Uzbekistan (UzDaily.com) — At a regular session, the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan conceptually reviewed in the first reading the draft law “On General Product Safety.” The document aims to establish unified safety rules for non-food products and introduce stricter requirements for high-risk goods.

The draft law provides for classification of products by risk level to simplify control, and aligns with the provisions of the World Trade Organization’s Agreement on Technical Barriers to Trade. According to the draft, technical regulations should not create excessive obstacles to international trade, ensure equal conditions for all products, and protect consumers from misleading information.

Producers, importers, and sellers bear increased responsibility: they must verify that products meet requirements, prepare necessary documentation, and, if required, mark products with the conformity sign.

The draft law introduces the principle of “presumption of conformity,” according to which products manufactured in accordance with existing standards are considered safe.

Special attention is given to assessing products in terms of their interaction with other goods, usage conditions, and safety for various population groups, including children, the elderly, and people with disabilities.

Deputies noted that adopting the law would enhance transparency of product safety requirements, strengthen the responsibility of economic operators, and reduce the risk of unsafe goods entering the market.

The draft law was approved in the first reading, laying the foundation for further development of consumer protection systems and increasing the competitiveness of the national market.
