Uzbekistan Outlines Tasks for Implementation of Nuclear Power Plant Project
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has outlined tasks for advancing the construction of a nuclear power plant in the Jizzakh region in 2026. The key objectives and stages of the project are set forth in a draft Presidential Decree as part of the State Program for Implementing Reforms under the Priority Directions of the “Year of Mahalla Development and Improving Public Wellbeing” and the “Uzbekistan – 2030” strategy.
Among the priority measures is the development and conclusion of an addendum to the existing contract, taking into account the reconfiguration of the plant based on VVER and RITM-200N reactors. During preparation, consulting services will be engaged in legal, technical, and financial areas, alongside negotiations with the State Corporation Rosatom.
The draft addendum will be coordinated with relevant ministries and agencies, as well as with the Interdepartmental Scientific and Technical Council on the Implementation of Atomic Energy and Nuclear Technologies, before signing and official state registration.
Special attention is being given to the construction of the first phase of the Construction and Assembly Complex (CAC) at the NPP site. In 2026, the plan includes preparation of working documentation, state supervision of construction commencement, execution of construction and assembly works, and phased commissioning of CAC facilities. Full commissioning of the first phase will be carried out in accordance with applicable legislation.
As part of the plant’s preparation for operation, the site safety justification package will be completed. After approval of the technical specifications, contract conclusion, and expert review of the safety report, the project will receive official authorization for plant construction. Concurrently, preparations will begin for the “first concrete” stage of construction, including the development of priority project documentation, establishment of a supplier network and access roads, obtaining a construction license, and pouring the first concrete.
A key milestone of the project will be the conclusion of a nuclear fuel supply contract for the plant. Consideration is being given to the use of raw materials provided by the customer, subject to agreement with the relevant ministries and agencies, after which the contract will be formally signed.
