Uzbekistan May Introduce Preferential Loans for Electric Vehicles Starting March 2026
Tashkent, Uzbekistan (UzDaily.com) — Starting from 1 March 2026, Uzbekistan may implement a system of preferential loans for the purchase of electric vehicles (EVs).
These measures are included in the draft Presidential Decree on the State Program for Implementing Reforms in Priority Areas in the “Year of Mahalla Development and Improving Public Wellbeing” and the “Uzbekistan – 2030” strategy.
According to the draft, the interest rate on bank loans for domestically produced electric vehicles is proposed at 12 percent per annum, while for imported EVs, the rate would be 16 percent. Part of the interest payments on these loans is planned to be subsidized from the State Budget.
The mechanism envisions reimbursing commercial banks for the higher portion of interest on loans provided to citizens for EV purchases, reducing the financial burden on borrowers and stimulating demand for environmentally friendly vehicles.
The program also includes measures to develop EV infrastructure. In particular, it proposes to compensate the portion of electricity costs for charging EVs exceeding 300 soums per kilowatt-hour from the state budget.
Entrepreneurs establishing charging stations are expected to receive targeted loans at 10 percent per annum through the Entrepreneurship Development Company, while land plots for charging stations are planned to be sold at half of market value through auctions.
Special incentives are planned for self-employed taxi drivers, including up to a 30 percent discount on social taxes and free use of paid parking at state facilities for up to 30 minutes, including airport and train station parking.
Additionally, a “Nature Defender” badge will be awarded to taxi drivers who provide services over a cumulative distance of 1 million kilometers without traffic violations or accidents.
Authorities expect these measures to accelerate the growth of the electric vehicle market, reduce emissions, and foster sustainable transport infrastructure. By 2030, Uzbekistan aims to increase the share of electric vehicles to 10 percent of the country’s total passenger car fleet.
