Uzbekistan Launches Experimental Integrated Construction Regime with Automated Permitting System
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a resolution “On the Implementation of an Integrated Mechanism for Constructing Multi-Apartment Residential Complexes and Measures to Ensure Transparency.”
The resolution introduces, on an experimental basis from 1 March 2026 to 1 March 2028, a special legal framework under a “Regulatory Sandbox” for designated land plots. This framework enables the construction of multi-apartment buildings using an integrated construction mechanism.
Under the resolution, investment companies established to implement these projects will serve as the responsible organizations for carrying out integrated construction initiatives in their respective regions.
A key focus of these companies will be the creation of green zones, eco-parks, and boulevards. To support this, at least 10% of local budget revenues from the sale of state-owned properties and land plots, as well as a minimum of 5% of additional local budget funds, will be allocated specifically for landscaping and greening projects.
In Tashkent, proposals are being developed to expand green spaces, including establishing one eco-park in each district. Starting January 1, 2027, permits for the commencement of construction and installation work on multi-apartment buildings under this framework will be automatically issued through the “Transparent Construction” system, integrated with the unified urbanization digital platform “Uy-joy.”
The resolution aims to simplify the implementation of integrated construction projects, enhance transparency in construction processes, and promote urban development while meeting ecological and urban planning standards.
