Uzbekistan Launches Enhanced System for Citizen Appeals

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree on “Additional Measures for the Effective Organization of the System for Handling Citizen Appeals,” aimed at digitalizing and strengthening oversight of complaints and proposals submitted by citizens.

Starting May 1, 2026, the Virtual Reception information system of the President will implement strict monitoring of appeal processing deadlines. If the established timeframe is exceeded, the appeal will automatically be forwarded to a higher authority for action.

To optimize efficiency, appeals will be categorized as “urgent,” “standard,” or “requiring consultation.” Requests returned for revision will be re-evaluated by higher authorities within three business days.

Heads of government bodies and organizations will report on appeals to the Oliy Majlis, while regional officials will also report to the Senate or local councils at least once per quarter. Information services, in cooperation with the Halk Qabulxonasi (People’s Reception Offices), will monitor complaints submitted via media and social networks, and publicize government responses. These performance indicators will factor into the evaluation of state bodies’ effectiveness.

A People’s Reception Office will be established under the President. Oversight will be conducted on a voluntary basis by khokims at all levels and the heads of the Cabinet of Ministers of Karakalpakstan. They will hold personal citizen receptions, resolve issues on-site, and analyze appeals. Ministers and department heads will present reports on systemic issues and plans for their resolution to the President.

The system for both in-person and on-site citizen receptions by government authorities and khokimiyats will be fully digitalized, allowing strict monitoring of proceedings. Collective appeals will be considered with participation from local communities, and subsequent decisions will take participants’ consensus into account.
