Uzbekistan is planning to simplify licensing mechanisms

Tashkent, Uzbekistan (UzDaily.com) – Uzbekistan is planning to simplify licensing mechanisms and optimization of the list of licensed activities. This was stated in the Presidential Decree from 2 March 2020.

Today, they can refuse to issue a license if the applicant has submitted improperly executed documents or inaccurate, distorted information, or if he does not meet the licensing requirements and conditions, as well as the terms of the tender or tender. What kind of documents, information and how to draw them up, as well as what criteria the applicant must meet, are indicated in the acts of the Government for each licensed type of activity separately (regulation on the licensing procedure).

From 1 June 2020, the situation will change a little and getting a license or other permit will become a little easier. Business entities will not be able to refuse due to non-compliance:

- professional qualifications of personnel, provided documentation and programs - requirements established by law;

- buildings and premises - sanitary and epidemiological requirements and fire safety requirements.

In this case, the authorized state bodies will have to help the entrepreneur in finding qualified personnel, attracting specialists to finalize documentation and programs, and in creating other necessary conditions. Of course, the applicant himself must agree to this, he will retain the right to refuse the proposed assistance.

The Ministry of Justice must submit its vision of how the described procedure will work within three months.

Here we recall that the number of licenses and other permissive documents in 2020 intend to reduce at least twice. The President said this in his message to the Oliy Majlis on 24 January, at a meeting on 17 February, and this is laid down in the approved State Program 2020 (as part of the development of the economy and the active attraction of investments). First of all, those items that do not pose a danger to life and health will be excluded, and other control mechanisms will be introduced in these areas instead of licensing.
