Uzbekistan is developing proposals to accelerate reforms and significantly increase liability for the illegal use of energy resources

Tashkent, Uzbekistan (UzDaily.com) -- On 27 May 2021, a public hearing was held at the Development Strategy Center on the effectiveness of work carried out in the system of the Ministry of Energy of the Republic of Uzbekistan. It was attended by specialists from the Ministries of Energy and Justice, the Development Strategy Center and representatives of the media.

As noted at the event, based on the proposals of the Ministry of Justice, the country is currently developing proposals to accelerate reforms, significantly increase responsibility for the illegal use of energy resources, amend regulations to transfer powers to inspectorates to apply administrative fines when such cases.

During the hearings, the specialists of the Ministry of Energy gave information about the systematic work carried out in the field to provide consumers with fuel and energy resources. For example, by the end of the year, the generation capacity in the electric power sector will be increased from 14 thousand to 15 thousand 800 megawatts, or will increase by 1,800 megawatts. Thus, compared to 2016, the generation capacity will increase by 52 percent.

For this, in October of this year, a thermal power plant with a capacity of 240 megawatts will be put into operation in the Tashkent region, a gas piston power plant with a capacity of 174 megawatts in Khorezm region, and a solar power plant with a capacity of 100 megawatts (514 megawatts in total) in Navoi region.

In December, 2 thermal power plants with a total capacity of 470 megawatts will be commissioned in Tashkent region, power plants with a capacity of 270 megawatts in Bukhara, and 220 megawatts in Kashkadarya. Also, in Samarkand region, it is planned to commission a solar power plant with a capacity of 100 megawatts (total of 1,060 megawatts) by the end of the year.

At the same time, 4 billion 600 million kilowatt / h of electricity will be generated at the newly created facilities in the autumn-winter period (annual production capacity is 12 billion kilowatt / h).

On the basis of the schedule, only 26 thousand kilometers of low-voltage transmission lines and over 9 thousand transformer stations will be overhauled. For information: in comparison with the last season, 3 thousand kilometers more lines and 1268 more transformer stations will be repaired.

Moreover, within the framework of the program for the modernization of low and medium-voltage lines, 15 thousand kilometers of power transmission lines and 4 thousand transformer stations will be reconstructed and updated.

Due to the implementation of these measures, from October to March, consumers will be supplied with only 30 billion 800 million kilowatt / h of electricity, which is 2 billion kilowatt / h or 7 percent more compared to the current season.

Full coverage of consumers by the AMR system serves as the basis for timely payments. In particular, last year the paying capacity was 88 percent, and with the introduction of the AMR, this figure was 100 percent, and among the population for the year it rose from 67 to 95 percent.

In order to provide consumers of the republic with natural gas, 70 kilometers will be overhauled and 83 kilometers of gas pipes will be reconstructed. More than 5 thousand gas distribution points will be overhauled by 1 October 2021.

In addition, a compressor station with an annual production capacity of 3 billion cubic meters of natural gas will be commissioned at the Dengizkul field by November.

As a result of these measures, in the coming autumn-winter period, consumers will be supplied with only 28 billion 842 million cubic meters of natural gas, which is 1 billion 185 million cubic meters more than last season.

To ensure transparency of calculations for the supply of natural gas by December of this year, work will be completed on the installation of 3 million 546 thousand gas meters corresponding to the ASKUG system. For information: to this day, 1 million 172 thousand have been installed, of which 1 million 142 thousand are connected to the billing system.

At the same time, in 2021, 610 thousand tons of liquefied gas will be supplied to consumers from among the population, which is 79 thousand tons more than last year, 359 thousand tons or 2.4 times more compared to 2016. From October to March, the population will be supplied with 318,600 tons of liquefied gas.

In order to ensure transparency in the system, the work on transferring 3 million 580 thousand ID-cards to consumers will be completed by 1 September. Currently, 4 million 395 thousand stickers with bar codes are assigned to household gas cylinders, a database is being created.

This year, consumers will be supplied with a total of 8 million 723 thousand tons of coal products.

During the year and the coming autumn-winter period, all opportunities will be mobilized to provide consumers with energy resources in the prescribed amount.
