Uzbekistan introduces restrictions on issuance of biometric passports for repatriated citizens

Tashkent, Uzbekistan (UzDaily.com) — Starting from 1 September 2025, citizens repatriated to the Republic of Uzbekistan under international agreements (readmission) will not be provided with state services for obtaining biometric passports for two years.

On 13 May 2025, the Government of the Republic of Uzbekistan adopted Resolution "On Additional Measures to Improve the Labor Migration Processes."

According to this resolution, from 1 September 2025, the Agency for Migration under the Cabinet of Ministers will begin entering information into the Unified Electronic Database of Migration Processes regarding citizens deported for violating foreign countries' laws, as well as individuals whose actions harm Uzbekistan’s international image and reputation.

The following information will be entered into the electronic registry of the Unified Database:

Information received from Uzbekistan’s Ministry of Foreign Affairs through diplomatic missions and consulates abroad;

Data from the Ministry of Internal Affairs on citizens subjected to readmission in accordance with international agreements;

Information from the Agency for Migration under the Cabinet of Ministers and its foreign representations.

In accordance with the Decree of the President of the Republic of Uzbekistan No. PQ-4079, which approved the "Procedure for the Departure of Citizens of the Republic of Uzbekistan Abroad," citizens who return to Uzbekistan based on international agreements will not be provided with biometric passports for two years.

Exceptions to this rule will be determined by the Ministry of Internal Affairs of the Republic of Uzbekistan.

Readmission is the process of returning citizens who violated migration rules abroad, stayed illegally, overstayed visas, or were deported, in accordance with international agreements between Uzbekistan and other countries. This is the procedure for the return of Uzbek citizens who violated migration rules in another country and are subject to deportation.
