Uzbekistan Introduces New Rules for Retail Promotions and Discounts

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has introduced new regulations governing promotional campaigns and the provision of discounts in retail trade.

Resolution No. 662 of the Cabinet of Ministers, dated 21 October 2025, amends and supplements the "Retail Trade Rules in the Republic of Uzbekistan," originally approved by Resolution No. 75 on 13 February 2003.

The document establishes the legal framework for conducting promotions and providing discounts, as well as measures of responsibility for non-compliance with the established requirements. Clarified definitions are introduced, including "promotional campaign," "price list," "discounted price," and "pre-discount price." Retailers are permitted to conduct promotions to increase consumer interest, boost sales, or achieve other objectives, with the exception of alcoholic beverages, beer, wine, tobacco products, and nicotine-related items.

Strict rules have been established for publishing discount information. The original price must correspond to the minimum price over the past 30 days; the promotional price cannot be displayed in a larger font than the regular price; artificial price inflation prior to the discount is prohibited. Information about a promotion or discount must be submitted to the tax authorities 10 days before the event begins.

Retailers are required to maintain records of goods and prices, track prices over the last 30 days, and provide this information to consumers. Promotion conditions, duration, list of goods, prices, and benefits offered must be clearly and accessibly communicated to customers. The stock of goods under promotion must be sufficient for the entire duration of the campaign. When collecting personal data for participation in a promotion, retailers must comply with legislation and inform consumers about the purposes and terms of data processing.

Liability is established for violations of the requirements regarding promotional campaigns and discount provision, ensuring transparency and protecting consumer rights.

The new regulations aim to organize the market, increase consumer trust, and create conditions for fair competition in retail trade.
