During the meeting of MPs of the Legislative Chambers with population in places, problems and shortcomings in the housing and communal spheres were revealed.

In particular, facts of violation of the rules of residence and sanitation, maintenance of common property, changes in architecture of external facades of apartment buildings, illegal annexes of the territory around them, installation of unauthorized fences in the courtyards were revealed.

MPs of the Committee for Industry, Construction and Trade of the Legislative Chamber developed a draft law “On procedures for use maintenance of residential and non-residential premises, common property in apartment buildings”.

The draft law specifies such issues as technical and sanitary maintenance, organization of current and capital repairs of common property in an apartment building, landscaping, yard gardening, installation of safe and modern structures in playgrounds, ensuring the safety of structural elements and engineering systems, observance of established sanitary and epidemiological and technical requirements, fire safety rules, procedure for performing repair work inside the apartment, without violating rights of neighbors and others.

The document also includes standards for preventing illegal re-planning of apartments during repair work, constructing of unauthorized extensions to apartment buildings, refitting and reconstruction of ventilation shafts and canals, unauthorized installation of individual apartment blocks, satellite antennas, air conditioning units and other structures on the roofs and facades of multi-apartment residential buildings.
