Uzbekistan enhances legislative process with new amendments
Tashkent, Uzbekistan (UzDaily.com) — The Senate of the Oliy Majlis of the Republic of Uzbekistan, during its fifth plenary session, reviewed and approved the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan.” The primary objective of the legislation is to improve the process of drafting and reviewing bills in the Legislative Chamber of Parliament.
The new law aims to enhance the quality of legislative activity by ensuring that newly proposed regulations align with the Constitution of Uzbekistan, national legislation, and the country's international obligations and standards.
One of the key innovations is the mandatory submission of legal and anti-corruption assessments when introducing a bill to Parliament. Additionally, the law now requires that public opinions and feedback gathered during discussions of draft laws be taken into account. This provision underscores the importance of civic participation in the legislative process and promotes greater transparency in decision-making.
Another significant change grants the initiator of a legislative proposal the right to withdraw a bill before its second reading. This provision introduces greater flexibility in the lawmaking process, allowing for necessary adjustments and refinements.
Senators emphasized that the implementation of this law will improve the efficiency of legislative initiatives, strengthen the role of laws in regulating public affairs, and ensure that adopted regulations better serve the interests of the people.
“The adoption of this law is a crucial step toward building an effective legal system that addresses modern challenges and societal needs. Considering citizens' and experts' opinions in the legislative process makes lawmaking more open and democratic,” noted the participants of the session.
Following the discussion, the law was unanimously approved by the senators. Its implementation is expected in the near future, marking a new stage in the development of Uzbekistan’s legislative framework.
