Uzbekistan discusses emission reduction and green budgeting improvements
Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Economy and Finance of Uzbekistan hosted a seminar to assess the second phase of the green economy-based credit program. The discussions focused on climate adaptation strategies and government support mechanisms aimed at achieving these goals.
Key areas implemented under the program include:
Revising and reducing fossil fuel subsidies,
Developing a long-term economic decarbonization strategy,
Establishing a national monitoring, reporting, and verification (MRV) system for greenhouse gas emissions,
Introducing green budgeting and taxation.
The seminar served as an important platform for discussions with international experts, including Patrick Blin, head of the Management Group at the French Development Agency (AFD), Dr. Rupinder Singh, AFD consultant, and Marina Moro, program coordinator at Expertise France. On the Uzbek side, participants included Shohzod Islamov, head of the Department for Transition Coordination and Green Economy Development at the Ministry of Economy and Finance, along with other specialists.
The primary goal of the seminar was to evaluate the second phase of the program, which aims to support Uzbekistan’s state budget through credit financing. Discussions emphasized the importance of political and institutional resilience, implementing green financial policies, and stimulating both public and private sector investments.
A key focus was on the development of emission monitoring systems and the preparation of a progress report on Uzbekistan’s green economic growth.
The program’s evaluation was based on five key criteria: relevance, compliance, efficiency, impact, and sustainability. Results highlighted the PBL program’s role in defining green economic priorities and engaging the government. However, experts emphasized that long-term sustainability requires continued external assistance and internal policy reforms.
Recommendations from the evaluation stressed the need for stronger partnerships with developing countries, ongoing political dialogue, and raising public awareness of Uzbekistan’s green initiatives.
The seminar reaffirmed Uzbekistan’s commitment to sustainable green economy development. The Ministry of Economy and Finance will continue working with international partners to implement effective policies and secure resources for long-term sustainability.
