Uzbekistan Approves Procedure for Maintaining the Unified State Register of Bets and Players
Tashkent, Uzbekistan (UzDaily.com) — The National Agency for Prospective Projects of Uzbekistan has approved the procedure for maintaining the Unified State Register of Bets and Players (USRBP). The corresponding order was registered with the Ministry of Justice on 7 July.
The operator of this register is the company Uzinfocom, a state integrator responsible for implementing and supporting IT platforms in the field of public services.
Uzinfocom’s responsibilities include launching and technically supporting four interconnected registries: players (including personal data), restrictions (such as limits, self-exclusion, and court bans), financial transactions (tracking all monetary operations related to gambling and lotteries), and payouts of winnings.
Organizers of gambling activities are required to ensure the technical integration of their platforms with the state system, with data transmission occurring in real time.
The regulator has the authority to set monthly limits on the amount a user can spend on bets or gaming transactions. The maximum threshold is set at 10% of the player’s average monthly income, with income information automatically verified through the “Electronic Government” system.
Players may independently impose limits on or fully block their participation in gambling. The self-exclusion mechanism provides for the cancellation of subsequent transactions, account blocking, and the return of remaining funds to the player’s bank account. These measures take effect immediately — the register operator sends notifications to all involved platforms specifying the exact date and time the client’s service is terminated.
The restrictions register may include players by their own initiative, by court order, or upon request from government authorities. Additionally, the law prohibits gambling participation by military personnel, law enforcement officers, minors, and individuals receiving state social assistance.
Since 2019, Uzbekistan has made several attempts to legalize the operations of bookmakers and games of chance. By presidential decree in April 2024, their functioning was permitted starting January 1, 2025.
According to legal requirements, bookmakers must form a statutory capital of at least 150,000 times the base calculation unit. They are also prohibited from paying out winnings to persons under 18 years of age and from organizing stationary gaming halls. Moreover, betting on local events, including sports competitions and political processes, is forbidden.
