Uzbekistan approves list of imported consumer goods, which requires mandatory marking

Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan approved a list of separate types of imported consumer goods, which are subject to mandatory libelling in state language by the producers from 1 July 2013.

The list has been approved by the resolution of the Cabinet of Ministers of Uzbekistan “On additional measures on improving import of consumer goods into Uzbekistan” from 13 May 2013.

The Government of Uzbekistan included 44 products to the list. The list includes such products as meat and food meat products, vegetables, milk products, eggs, natural honey, fat and oil of animal and plant origin, sugar and confectionery products from sugar.

Chocolate and ready food products from cacao, alcohol and soft drinks, cigarettes and tobacco products, medicaments, hygiene products, sewing and washing machines, microwave ovens, and several other products should be labelled in Uzbek language.

The document said that products, which have consumer packages and part of goods, as well as part of its cost, should be labelled in Uzbek language on mandatory bases.

Consumer goods, subject to mandatory labelling, which were placed to “temporary storage” customs mode till 1 July 2013 and released to free circulation after 1 July 2013, can be realized in retail market without labels in Uzbek language till 1 January 2014.

Products, marked in Uzbekistan in state language and issued to free circulation into territory of Uzbekistan till 1 July 2013, can be realized in retail market with these levels till 1 January 2014.

The Government banned to realize imported goods, which are subject to be labelled in Uzbek language and were not marked in state language, in territory of Uzbekistan.

The document said that facts of realization of unmarked imported goods will be violation of trade rules (sales of goods without documents) and the violators will be punished in line with the legislation.

The resolution said that the goods, subject to mandatory labelling, can be imported into Uzbekistan without labels if legal entities and individuals import them for their own needs and not for commercial purpose.

Goods for official use of diplomatic and consular services of foreign missions in Uzbekistan, international organizations, offices of foreign states and their employees can import goods without labels in Uzbek language.

Products, imported as samples for exhibitions and tests, research and marketing, could be imported without labels in Uzbek language.

Labels should contain information on main consumer peculiarities of the product, date of production, warranty of producer, rules and conditions for effective and secure use of goods, expiry date, address of producer and authorized enterprises, which can accept complaints from consumers, terms of storage and secure utilization. Information on product should be as text document.

Genetically modified goods should have corresponding information in its label.
