Uzbekistan and Latvia Agree on Joint Projects in Public Audit

Tashkent, Uzbekistan (UzDaily.com) — On 4 December 2025, Tanzila Narbayeva, Chairwoman of the Senate of the Oliy Majlis of the Republic of Uzbekistan, held a meeting with Edgars Kochagins, Head of the Supreme Audit Office of the Republic of Latvia.

During the discussion, the parties focused on further expanding bilateral cooperation in public auditing, implementing modern audit approaches, and developing information-driven management practices.

It was noted that the cooperation agreement between the Chamber of Accounts of Uzbekistan and the Supreme Audit Office of Latvia is already producing practical results, with joint training seminars and experience exchanges gaining momentum.

The role of parliamentary interaction, regular report preparation, and participation in committee meetings in both countries was also emphasized.

Edgars Kochagins presented modern auditing practices in Latvia, highlighting a strong focus on performance and compliance audits, while the need for financial audits has decreased due to a stable governance system. He emphasized the involvement of private auditors and internal audit services in public oversight and shared experience in using audit recommendations for budget planning to increase revenues or reduce expenditures, which are considered by the government and parliament in decision-making.

The Latvian side highly appreciated Uzbekistan’s reforms in strategic management, monitoring, and evaluation, noting the importance of adopting data-based governance principles to enhance public administration efficiency.

Additionally, the parties discussed prospects for joint work on analyzing public program outcomes and integrating information systems.

At the conclusion of the meeting, both sides agreed to continue exchanging expertise in performance auditing, risk assessment, and collaboration with internal auditors.
