Uzbekistan allows employers to hire self-employed people as homeworkers

Tashkent, Uzbekistan (UzDaily.com) -- A Presidential resolution “On additional measures for the further development of populism” was adopted.

The regulation allows employers to employ self-employed persons as homeworkers.

According to the resolution, the list of types of activities (works, services) that self-employed persons can engage in has been supplemented.

From 1 March 2023 to 1 January 2026, for business entities that have engaged over 30 homeworkers for more than three months and whose income from the sale of products produced through homework exceeded 60 percent of their total income:

the tax base of income tax and turnover tax is calculated with a reduction of 50 percent;

lease payments for the operation of certain state-owned objects are set at 50 percent;

contracts concluded within the framework of public procurement provide for the prepayment by customers in the amount of 50 percent.

The procedure for paying the social tax established for self-employed persons for students of the Usta-shogird schools has been established.

When assigning child allowance and material assistance to families recognized as low-income, income received from homework or seasonal involvement in agricultural work is not taken into account, but for a period of up to 6 months.

According to the resolution, the Household Support Fund is being created, from 1 March 2023 at the expense of the fund:

business entities are allocated a one-time subsidy for the activity during the first 3 months of each homeworker in the amount of his average monthly income;

Business entities receive the following subsidies:

until 1 January 2025 to cover the cost of purchasing equipment and raw materials for the unemployed and job seekers, as well as citizens included in social notebooks engaged in homework, but up to 30 times the size of the RFG;

for the adaptation of workplaces of persons with disabilities working at home on the basis of homework, up to 40 times the size of the basic estimated value;

for vocational training of homeworkers up to 2 times the size of the basic estimated value.

Business entities, on the basis of the recommendation of assistant khokims, are allocated to replenish their working capital:

up to 2 million soums for each homeworker, but in total up to 300 million soums for up to 3 years, including a grace period of up to 6 months, at a rate of 14 percent per annum;

interest-free loan at the expense of the Fund in the amount of up to 1 million soums for each homeworker, but in total up to 150 million soums for up to 2 years.

Until June 1, 2023, trade malls for handicrafts and homework will be created on the territory of shopping malls and dekhkan markets with a state share.
