Within the implementation of the project, Uzbekenergo held negotiations with Japan International Cooperation Agency (JICA). It was organized by Karmana district administration and Navoi thermal power station administration. The citizens of Uytod village, where construction of new combined-cycle plant will be held, also attended the meeting.
Governor of Kamana district Sharofiddin Ismatov, director of Navoi thermal power station Kahramon Ganiev, JICA specialist on ecologic issues Norihiki Fukazawa, specialist of JICA on social researches Yoko Hamade, 35 representatives of Uyroy and Yangi Obod mahallas participated at the event.
Currently, permission of all necessary bodies, including State Natural Committee, on preliminary feasibility study was received. Currently, local administration is working on allocation and re-settlement of families at construction sight. Independent consultants are rating the cost of houses. Afterwards, the families, who will lost their houses, will receive money compensations and tenders will be announced to project implementation.
At the meeting, Norihiki Fukazawa briefed the participants on ecologic safety of the project and construction safety, as well as use of combined-cycle plant. Yoko Hamade briefed the participants on social research, conducted within the project.
Governor of Kamana district Sharofiddin Ismatov positively rated work of the specialists and said that the government will provide lands to those, who will lost their homes. Uzbekenergo will also pay money compensations to cover their expenses with resettlement.
JICA has been invited to the project as creditor. JICA plans to consider allocation of the loan for US$250 million to construction of combined-cycle plant with the capacity of 450 megawatt in March 2013. The loan can be allocated after all project procedures will be completed.
