Uzbek Senate Reviews Crime Prevention Measures

Tashkent, Uzbekistan (UzDaily.com) — At a session of the Senate Committee on Defense and Security of the Oliy Majlis of Uzbekistan, the Ministry of Internal Affairs (MIA) presented information on efforts to prevent offenses in 2025.

During the reporting period, 89.3% of preventable crimes (36,421 cases) were solved. Law enforcement located 600 missing persons and apprehended 9,921 wanted individuals.

Enhanced preventive work at the mahalla level showed that in 4,034 out of 9,008 mahallas (44.8%), no crimes were committed during the year. Based on the criminal situation, mahallas were categorized as green (44.8%), yellow (47.9%), and red (7.4%).

Preventive measures reduced preventable crimes by 4.6%, youth offenses by 15.1%, crimes among women by 14.2%, group offenses by 13.1%, crimes by minors by 11%, and alcohol-related offenses by 5.6%.

Through the “102” emergency service, over 2.5 million appeals were processed, preventing approximately 1.4 million offenses.

In 2025, 155,002 crimes were recorded nationwide (412.9 per 100,000 population). The highest rate was in Tashkent city — 942.6 per 100,000, followed by Tashkent region — 544, Sirdaryo — 440.3, and Navoiy — 449.6.

Crimes involving information technology accounted for 49.6% of all registered offenses. In narcotics, 15,412 crimes were registered, 3.775 tons of drugs seized, and 15 illegal laboratories uncovered.

Due to insufficient digital economy oversight, authorities discovered 53 illegal crypto mining farms, causing a loss of 20.6 billion soums.

The Committee emphasized the need for stronger youth engagement programs and preventive measures, as young people committed 13,639 offenses in 2025.

Specific recommendations were adopted to strengthen preventive work in mahallas, combat IT-related crime, improve anti-drug measures, and enhance youth engagement. The Oliy Majlis Commissioner for Human Rights also presented a report during the session.

Decisions were finalized to address shortcomings and further improve crime prevention and law enforcement effectiveness.
