US delegation learns first-hand the progress in E-SUD scaling-up
Tashkent, Uzbekistan (UzDaily.com) -- For the past 2 years, the Zangiata Interdistrict Civil Court has successfully been using the E-SUD case management system. The E-SUD system is supporting judges and court staff in their constant need to maintain user-friendly court services in today’s dynamic environment.

E-SUD allows citizens to file cases to courts from anywhere through a web-based service – all you need is access to the Internet.The system tracks all developments and updates on the submitted cases, allowing receipt of case related information, including court’s determinations and decisions by court users quickly in an electronic form.

Now, the Shayhantohur, Mirzo-Ulugbek and Yakkasaray Interdistrict Courts on civil cases are also ready to launch E-SUD. The local area networks are set-up and necessary equipment is being installed. To keep E-SUD vibrant and relevant, the system is regularly improved. The latest updates to the E-SUD system have been the integration of additional functions on the consideration of cases of adversary, appeal and special proceedings, as well as the option to generate statistical reports. Additional modules of E-SUD for an appellate and cassation courts are in the process of being developed. It is planned to conduct a series of events in nearest future to educate and train judges and staff, external stakeholders, and the public on E-SUD.

To show how things happen on the ground, the Mirzo-Ulugbek Interdistrict Civil Court welcomed an official delegation, consisting of Mr. Daniel Rosenblum, Deputy Assistant Secretary for Central Asia of the U.S. Department of State, Ms. Pamela Spratlen, US Ambassador to Uzbekistan, and Mr. Stefan Priesner, UN Resident Coordinator in Uzbekistan. Guests were hosted by Mr. Kholmumin Yodgorov, the Chairperson of the Judicial Board on Civil Cases of the Supreme Court of Uzbekistan. During the site visit, the guests and local judges talked about how to facilitate better and wider access to justice for citizens, and had a first-hand look at how E-SUD gives courts and judges the tools they need to provide transparent and prompt resolution of civil disputes.

Scaling-up of E-SUD is among the many areas of a productive collaboration between the Supreme Court of Uzbekistan, the United States Agency for International Development (USAID) and the United Nations Development Programme (UNDP) within the Rule of Law Partnership in Uzbekistan project. The project works primarily with the Supreme Court of Uzbekistan building on the institution’s political will and organizational capacity to build public trust and achieve greater alignment with internationally recognized standards of civil court’s accountability, rule of law and judicial performance. The project, also, contributes to the UN Development Assistance Framework outcome on enhanced equitable accessibility, transparency, fairness and efficiency of the justice system to promote the rule of law, and country’s mid-term priority in the civil justice reform related to the simplification of the civil case litigations.

The “E-SUD” electronic case management system is a national system developed solely by local experts: it is a unique and one of a kind e-justice system in the CIS region, thus exemplifying the vast potential and development perspectives of the ICT in Uzbekistan.
