Tashkent, Uzbekistan (UzDaily.com) -- On 19 November 2020 for the Republic of Uzbekistan, the conventions of the International Labor Organization No. 81 "On labor inspection in industry and trade" (Geneva, on 11 July 1947) and No. 129 "On labor inspection in agriculture” (Geneva, on 25 June 1969) came into force.
Currently, 148 and 54 states are parties to these international treaties, respectively.
The conventions aim to establish a labor inspection system in industry, commerce and agriculture, responsible for ensuring the application of legislation relating to working conditions and the protection of workers in the process of their work in these areas.
The documents provide the basic rules governing the education, organization, means, powers and duties, functions and competence of the labor inspectorate as the institution responsible for ensuring respect for the safety of workers in the performance of their duties.
In accordance with these international treaties, the task of the labor inspection system includes:
ensuring the application of the provisions of legislation in the field of working conditions and safety of workers in the workplace, including provisions on working hours, wages, labor safety, health and welfare, the use of labor of women, children and adolescents and on other similar issues to the extent where labor inspectors should ensure the application of these provisions;
providing employers and workers with technical information and advice on the most effective means of complying with legal provisions;
bringing to the attention of the competent authority the facts of violations or abuses that do not fall under the existing legal provisions, and submitting a proposal for improving the legislation.
The participation of the Republic of Uzbekistan in these ILO conventions serves to further improve national legislation by introducing international standards into practice, will improve the qualifications of labor inspection personnel, and also promotes effective cooperation between the inspection services of the States parties to the conventions.
In addition, the conventions are important in ensuring the rule of law in the labor sphere, further strengthening control over its implementation, eliminating forced labor in industry, commerce and agriculture, as well as raising the quality of work in ensuring human rights in the field of labor to a new level. employment.
