Traffic Cameras in Uzbekistan Begin Detecting Drivers Without Licenses

Tashkent, Uzbekistan (UzDaily.com) — Road cameras in Uzbekistan are now capable of identifying drivers operating vehicles without valid driver’s licenses, the press secretary of the Road Safety Service of the Ministry of Internal Affairs, Zoir Yuldashev, announced.

According to Yuldashev, digital technologies will be used to prevent “major incidents” that may result from driving without a license or after license suspension. The photo- and video-enforcement systems employ facial recognition technology.

He noted that the system was operating in test mode from February 23 to March 3. During this period, several instances of unlicensed driving and the use of mobile phones while driving were detected.

Yuldashev reminded that driving a vehicle without the proper authorization constitutes an administrative offense. Under Part 3, Article 135 of the Administrative Liability Code, violators face a fine of 50 base calculation units — 20.6 million soums.

In case of a repeat offense within one year of the administrative penalty, the driver will be subject to criminal liability under Article 261−2 of the Criminal Code. Sanctions include a fine of 50 to 100 base calculation units (20.6–41.2 million soums), corrective labor for up to two years, or imprisonment for two to three years.
