Tashkent, Uzbekistan (UzDaily.com) -- On the eve of the International Anti-Corruption Day, the Agency for State Assets Management became the second among ministries and departments to receive a certificate of the international anti-corruption management standard ISO 37001: 2016 "Anti-corruption management system".
ISO 37001: 2016 is the world’s first international standard that contains an international model for building an effective anti-bribery system in an organization. It is worth noting that, having received the ISO 37001: 2016 certificate, an organization can demonstrate to investors, entrepreneurs, government authorities, and other interested parties a high level of ability to conduct business processes transparently, legally and in accordance with world best practices.
A systematic analysis of the Agency’s activities made it possible not only to identify areas and areas exposed to corruption risks, but also to timely take effective measures to prevent violations. The Agency has developed and approved a number of internal regulatory documents, as well as current documents have been brought in line with this international standard.
For example, work has begun to remove bureaucratic obstacles, reduce the presence of the human factor in the Agency’s activities with a high and medium level of corruption risk, and automate the services provided by the Agency. The bases of declarations on the conflict of interest in the activities of the Agency’s employees have been created. The transparency of the personnel appraisal system has been improved both in the central office of the Agency and in sub-structural organizations, which allows ensuring fairness, honesty and impartiality, preventing community and nepotism.
An important factor in the fight against corruption is openness and transparency of activities. For this reason, the organizational basis for reporting corruption offenses in the system and eliminating detected cases has been strengthened. Today, along with a single call center and a Telegram bot, the anti-corruption helpline in the Agency’s system (71) 259-21-37, (71) 259-21-22 and a special form on the Agency’s website are effectively used https://murojaat.davaktiv.uz/. In particular, as of 1 December 2020, the agency received 1804 applications on all issues.
The agency organizes the privatization process in an open and transparent manner through public tenders, without human intervention. In particular, as of December 1, 2020, 22,857 objects were sold through the electronic trading platform "E-IJRO AUKSION". 98,958 participants took part in the auctions.
In addition, the Agency received confirmation from the certification body Cert International that the AUGA management system in the management of state assets in business entities with a state share of more than 50% meets the requirements of ISO 55001: 2014.
ISO 55001: 2014 defines the asset management procedure. This internationally recognized normative document ensures the effectiveness of asset management procedures, taking into account other aspects of activities. Work in this direction continues.
