Tashkent, Uzbekistan (UzDaily.com) - Presidential Decree “On Additional Measures to Deepen Reforms in the Construction Industry of the Republic of Uzbekistan” was signed.
15 billion soums will be allocated from funds from the Reserve Fund of the Cabinet of Ministers to the Ministry of Construction for the development and revision of national regulatory documents in 2020 (under the corresponding program for 2020–2023), payment for the services of international experts and consultants.
The agency will also have to develop a document regulating the process of shared construction of multi-apartment buildings, organize short-term training and retraining courses for construction workers and fulfill a number of other instructions.
An experiment is starting in Tashkent, within which private business entities will be involved in the implementation of the functions of the customer. To do this, they will choose 10 construction sites in Tashkent, the design and construction of which is planned for 2021–2022, and enter into engineering services contracts (including technical supervision and project management) with private owners based on the selection of the best offers. The list of construction objects and private business entities participating in the experiment will be approved by the Government. The experiment will last until the completion of construction and installation works and commissioning of selected facilities.
Under the Ministry of Construction, a Center for Technical Regulation in Construction (a state institution) is being created. Its main tasks are:
- the study of the problems of the standardization system in construction and the introduction of innovative technologies;
- harmonization of national regulatory documents with international norms, rules and standards on the basis of their study and analysis;
- development of requirements for the safety of buildings, structures and their individual elements, as well as measures to improve the energy efficiency of buildings and structures;
- creation and maintenance of a scientific and technical library and electronic database of regulatory documents, including foreign ones;
- interaction with foreign and international organizations, consultants and specialists and their involvement in improving the base of national regulatory documents.
The staff of the center (the maximum number of managers is 20 people) is staffed by optimizing the management personnel of the respective ministries and departments in 2020. The institution is funded by the state budget, the Support Fund for the Ministry of Construction, technical assistance funds (grants) by IFIs / IFRS and other sources not prohibited by law.
