Tashkent, Uzbekistan (UzDaily.com) -- At the thirty-fifth plenary session of the Senate, the results of the autumn session of the Inter-Parliamentary Assembly of the Commonwealth of Independent States, held on 27-28 October 2022 in Samarkand, were discussed.
For the first time in the activities of the Assembly, the autumn (field) session of the IPA CIS was held outside its residence in St. Petersburg, that is, in our country. This, first of all, means that the international community assesses this as an achievement of an open and pragmatic foreign policy pursued in Uzbekistan, as well as parliamentary diplomacy. Issues, agreements, inter-parliamentary interaction considered at the session serve to strengthen multilateral cooperation based on consideration and respect for the interests of the parties.
It was noted that the main activity of the Assembly is model lawmaking. Thanks to the interaction of members of the parliaments of the Commonwealth countries on the platform of the IPA CIS, the development of coordinated approaches is achieved in solving problems in various spheres of society.
The adoption of model laws developed jointly by the member countries of the IPA CIS is not mandatory for the member states. They can be implemented into legislation in accordance with national interests.
For 30 years of activity, the IPA CIS has been an effective platform for joint discussion of topical issues, decision-making related to strengthening cooperation between member countries, and is an internationally recognized institution for establishing multilateral cooperation and developing inter-parliamentary relations.
As part of the autumn session in Samarkand, members of parliament considered many model laws on elections, referendums and their observation, as well as more than 40 model documents related to security, science and education, intellectual activity, environmental protection and other areas.
The senators also noted that the fact that young parliamentarians from the CIS countries are also gathering at the meeting of the Inter-Parliamentary Youth Assembly is of particular importance.
At the meeting, in particular, the participating states unanimously approved such initiatives of members of the youth parliaments of the chambers of the parliament of our country as solving the issue of youth unemployment through legislative regulation, as well as increasing the socio-economic activity of unemployed and not involved in education youth.
The initiative to create an Expert Council on Ecology and Nature Management under the IPA CIS was supported.
It was noted that in the context of growing tension and uncertainty, lack of mutual dialogue and trust, and growing uncertainty in international relations, it is parliamentary and people’s diplomacy that is an important factor in strengthening mutual trust and establishing multilateral relations between states.
At the end of the discussion on this issue, the corresponding resolution of the Senate was adopted.
