Tashkent, Uzbekistan (UzDaily.com) -- At the twentieth plenary session of the Senate, the report of the Upper House Committee on Defense and Security on activities in 2020 and the past period of 2021 was discussed.
It was noted that the Committee, within the framework of legislative activity in the reporting period with the participation of deputies of local Kengashes of people’s deputies and with the involvement of experts, had preliminary considered and submitted to the plenary session of the Senate 15 laws adopted by the Legislative Chamber of the Oliy Majlis and submitted to the Senate for approval (8 - in 2020 year, 7 - within 9 months of 2021), and 20 questions.
As part of the control and analytical activities, 14 events were carried out. In particular, the information of the Minister of Internal Affairs of the Republic of Uzbekistan, the Minister of Defense and the Chairman of the State Committee for the Defense Industry, the Chairman of the State Committee for Industrial Safety, the Minister of Emergency Situations, the Chairman of the State Customs Committee, the Minister of Energy and the khokim of Surkhandarya region was heard.
Three parliamentary inquiries were sent on issues raised in the appeals of individuals and legal entities received by the Senate, at meetings and field receptions with the local population, as well as in appeals on social networks (Facebook, Instagram, Telegram messenger). Their results were discussed at the meetings of the Committee and at the plenary sessions of the Senate.
The implementation of 4 tasks of state programs within the framework of the Action Strategy in five priority areas of development of the Republic of Uzbekistan was ensured.
Five priority tasks, outlined in the Messages of the President of the Republic of Uzbekistan to the Oliy Majlis and in the report at the first meeting of the Senate of the Oliy Majlis on 20 January 2020, have been completed.
As part of the prevention of offenses, together with the Ministry of Internal Affairs, the monitoring and study of the state of crime and prevention of offenses in Kashkadarya, Surkhandarya, Andijan regions and the city of Tashkent were carried out, the reasons for the increase in crime and factors contributing to this, information from responsible leaders was heard and appropriate decisions were made based on the results. Committee.
As a result, the Ministry of Internal Affairs dismissed the head of the Department of Internal Affairs of the city of Andijan.
The information of the Minister of Internal Affairs on the work carried out to prevent crimes, to ensure the protection of the rights and freedoms and legal interests of the country’s citizens was heard 4 times.
As part of the study of the state of implementation of laws, law enforcement practice and the adoption of bylaws, the state of adoption and practical application of bylaws aimed at implementing 7 laws was monitored, as a result of which a resolution of the Kengash of the Senate was adopted.
In the field of work with citizens’ appeals, the Committee members considered 11,926 written applications received from individuals and legal entities during the reporting period (in 2020 - 7,400, for nine months of 2021 - 4,526), of which 3,407 are applications that entered the Senate.
170 (18%) out of 919 applications taken under control were resolved positively. Out of 722 (78%) applications sent to the relevant organizations by affiliation, organizations provided explanations to citizens.
In order to deeply study the problems of concern to voters and take the necessary measures to solve them, 1,646 meetings were held.
Only 6 947 citizens were accepted as members of the Committee in the Senate and in the localities.
The mechanism of parliamentary control - senatorial inquiry - was also effectively used to resolve issues affecting the interests of the respective territory and voters. In total, 113 senatorial inquiries were sent on issues related to the interests of individuals and legal entities who applied.
Thanks to this, the problems of concern to the population in the regions related to drinking water, natural gas, electricity and road construction have been resolved.
In addition, at the initiative of senators, pipelines of drinking water and natural gas were laid in dozens of makhallas of the country, new transformers were installed to ensure uninterrupted supply of electricity to the population, the construction of new schools and family clinics was completed.
About 16,500 materials were published on television, radio, social networks and in periodicals with the aim of explaining to the public the essence and content of laws approved by the Senate, informing citizens about the work being done to implement state programs.
It was noted at the meeting that the Committee did not use all the possibilities in the field of prevention and prevention of offenses.
In particular, one can still observe a formal and superficial attitude towards the correct establishment of interaction between law enforcement agencies with state and public organizations, as well as with the general public, hearing reports of the heads of territorial divisions of internal affairs bodies in local Kengashes, in connection with which the need to strengthen control was noted. local Kengashes in the field of crime prevention.
It was noted that there is a need to strengthen efforts to eliminate conditions conducive to road traffic accidents.
A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
