Tashkent, Uzbekistan (UzDaily.com) -- At the twenty-third plenary session of the Senate, a report of the Cabinet of Ministers was heard on the implementation of the State Program for the implementation of the Action Strategy in five priority areas of development of the Republic of Uzbekistan in 2017-2021 in the Year of Supporting Youth and Improving Public Health.
After reviewing the report of the government, the senators noted that the implementation of most of the tasks of the State Program has been ensured.
In particular, out of 273 points of the Program, the tasks defined in 243 points were fully completed, the deadline for completing tasks on 5 points was extended, drafts of relevant documents and proposals for the execution of 20 points were submitted to the Administration of the President of the Republic of Uzbekistan, drafts of relevant documents for the execution of 5 points - to the chambers of the Oliy Majlis.
In order to ensure the fulfillment of the tasks defined in the Program, 187 legal and other documents were adopted.
Particular attention was paid to further strengthening macroeconomic stability and maintaining high rates of economic growth. In 2021, compared to the previous year, an increase in the volume of gross domestic product by 7.4% was achieved, the volume of retail trade turnover - by 12.0%, budget revenues were executed by 164 trillion 700 billion soums.
As part of the Obod Qishloq and Obod Mahalla programs, construction, repair, and improvement of 45,567 facilities in 7,800 villages and mahallas have been fully completed. At the expense of funds in the amount of 8 trillion 731 billion soums, work was completed on the construction, reconstruction and repair of 20,300 km of roads, 382 bridges. Thanks to the construction and reconstruction of 5,892 km of drinking water supply networks and 559 facilities, 1 million 500 thousand people were provided with centralized drinking water supply for the first time, and the level of centralized drinking water supply increased from 65.1% to 69.7%.
It was especially noted that within the framework of the program for the development of social and industrial infrastructure, 23 trillion 500 billion soums were fully disbursed, 2,173 objects were put into operation, and more than 524,416 people included in the “youth notebook” were employed, a medical examination of 32 million 500 thousand people, almost 14 million of our compatriots have been fully vaccinated with two doses of the vaccine against the coronavirus infection COVID-19.
The coverage of children with preschool education in 2021 reached 62%, the admission of school graduates to higher educational institutions increased by 1.7 times compared to 2020. The overall enrollment of young people in higher education increased by 28%, more than 170 thousand boys and girls were admitted to higher educational institutions, which is evidence of the rapid continuation of reforms in New Uzbekistan.
The senators noted that along with the work done to ensure the implementation of the Program, there are some shortcomings.
In particular, despite the fact that the Program defines the task of providing 50 deposits and promising areas for commissioning to domestic and foreign investors on the basis of transparent mechanisms, in practice, 20 geological objects were sold.
The work in districts and cities to expand the network of mahalla vocational schools is not organized at the proper level in order to expand the scope of training in the profession, entrepreneurship at the mahalla level for unemployed citizens, especially young people, women, returned labor migrants.
A system for evaluating the effectiveness of centralized investments, public investment management (PIMA), focused on socio-economic goals, has not been introduced.
The task of creating "Youth Industrial and Entrepreneurial Zones" in all cities and districts on the basis of the experience of free economic and small industrial zones has not been sufficiently fulfilled.
The system for introducing the rating of business entities that ensure the priority of consumer rights has not been established.
The senators noted that all the goals set will be achieved if, in ensuring the fulfillment of the tasks of the State Program, activities are carried out in close cooperation with the Government and members of Parliament, the media, which are the fourth power, and the general public.
As a result of hearing the report, which was lively, in the form of questions and answers, the corresponding resolution of the Senate was adopted.
