Tashkent, Uzbekistan (UzDaily.com) -- In the second decade of December 2020, the Accelerator of Socio-Economic Reforms (Accelerator) organized an online conference with the participation of the leadership of ministries and departments, as well as curators from the United Arab Emirates (UAE).
The purpose of the conference is to summarize the results of 50 days of work of the Accelerator groups and determine the next stage to solve the previously identified problems within the 100-day cycle.
Within the framework of the Accelerator, problems in 4 directions will be solved within 100 days. These are problems in the development of family entrepreneurship, development of master plans, simplification of the issuance of building permits and the creation of a unified billing system for utility payments.
The participants of the Accelerator set an ambitious goal for themselves - to solve a specific socio-economic problem using the methodology developed by the UAE government.
The event was attended by the leadership of the Center for Economic Research and Reforms represented by Director O. Khakimov and Accelerator coordinators A. Khalmurzaev, M. Babadjanov, Kh. Majidov. Over 60 participants at the level of leadership from the ministries and departments of Uzbekistan.
From the Emirati side, the General Director of the Administration of the Prime Minister of the UAE Mr. Abdullah Nasser Luuta, the Deputy General Director for Strategy and Innovation of the Prime Minister of the UAE Huda al-Hashimi and the Director of the UAE Government Accelerator Dr. Radhia al-Hashimi took part.
Welcoming the participants of the event, the director of the Center for Economic Research and Reforms Obid Khakimov informed about the large-scale reforms initiated by the President of Uzbekistan Shavkat Mirziyoyev, as well as the results of the ongoing reforms:
- We all know that large-scale reforms are being carried out in our country aimed at improving the well-being of the population and solving existing problems in the socio-economic sphere of our life. A good example of this is the creation of the Accelerator of socio-economic reforms in accordance with the Decree of the President of the Republic of Uzbekistan.
The main task of the accelerator is to quickly and efficiently solve serious problems in the field of socio-economic development by attracting resources from government bodies and organizations. The resolution period is 100 days, during which Accelerator teams work with government, private sector and other stakeholders.
About 40 representatives of ministries and departments, the private sector, research centers and other organizations are involved in the process of solving problems in the designated areas. Field studies were carried out.
Further, the General Director of the Administration of the Prime Minister of the United Arab Emirates Abdullah Nasser Luuta addressed the conference participants:
- I am glad to participate at this stage of the work of the groups of the Government Accelerator of the Republic of Uzbekistan. Today we celebrate the achievements in one of the most important strategic cooperation programs, which reflects the fraternal relations between our countries.
In the United Arab Emirates, the Government Accelerator program has brought together government and non-governmental organizations to deliver actionable results through innovation and experimentation.
I am convinced that the adoption of this initiative in the Republic of Uzbekistan will modernize the government and improve the country's position in global competitiveness.
Let me congratulate the participants of today's event, in particular, the members of the Accelerator, for their efforts and achievements, as well as the coordinators of the Accelerator groups of socio-economic reforms of the Republic of Uzbekistan, who, sparing no effort, are selflessly implementing this program.

In the first part of the one-day event, a workshop was organized for Accelerator groups, based on a methodology developed in collaboration with Harvard University and the UAE Accelerator.
In particular, this method provides for the implementation of a unique model based on the expansion of cooperation of all involved and interested parties; motivating innovative thinking, which contributes to faster results. The horizontal management system of the Accelerator makes it possible to bypass bureaucratic barriers, test new methods and initiatives, which guarantees the success of the entire project.
In her speech, Deputy Director General for Strategy and Innovation of the UAE Prime Minister Ms Huda Al-Hashimi acknowledged the achievements of the groups and highlighted:
“On my own behalf, on behalf of my colleagues from the Prime Minister's Office and our leadership in the UAE government, we are proud of your accomplishments today, and each of you can be proud of your contribution. Today, despite the emergency situation, with your efforts, loyalty and dedication, you have entered the path of change for the Republic of Uzbekistan.
I hope that the knowledge and experience you have acquired as part of the Accelerator's work will greatly help in your daily activities and in future projects to achieve the main goal of increasing the efficiency of the government.
In continuation of the event, the group coordinators presented the results of the work done in the relevant areas, and the results achieved.
In addition to the results achieved by the working groups in addressing each of the four areas identified to date, systemic and organizational issues were discussed sequentially.
They also identified potential obstacles that will be removed over the next 50 days. In particular, a plan for the next stage of work was developed.
