The progress of the implementation of measures for the comprehensive socio-economic development of Karakalpakstan in 2020-2023 was discussed

Tashkent, Uzbekistan (UzDaily.com) -- At the tenth plenary meeting of the Senate of the Oliy Majlis, the issue of the implementation of measures for the comprehensive socio-economic development of the Republic of Karakalpakstan in 2020-2023 was considered.

It was noted that in recent years the President has been paying serious attention to overcoming the socio-economic and environmental problems that have arisen in the region as a result of the drying up of the Aral Sea. In particular, the President of the Republic of Uzbekistan Shavkat Mirziyoyev, in his speech from the main rostrum of the United Nations General Assembly, stressed that the Aral Sea crisis caused a global environmental problem that does not know borders, and called on the world community to be vigilant.

The head of state puts forward important initiatives aimed at uniting the common efforts of the region in order to create conditions for attracting foreign investment for the development and implementation of environmentally friendly technologies in the region, the integrated implementation of the principles of a green economy, environmentally friendly, energy- and water-saving technologies, and strengthening public health , creation of new jobs, development of ecotourism, as well as the implementation of other activities. These efforts are primarily important for their focus on ensuring the well-being of the population. The decree of the President of the Republic of Uzbekistan "On measures for the comprehensive socio-economic development of the Republic of Karakalpakstan in 2020-2023" is also an important step in this direction.

During the meeting, B. Alikhanov, Chairman of the Senate Committee on Development of the Aral Sea Region, presented information on the implementation of this resolution.

It was noted that in accordance with the presidential decree in 2020-2023, within the framework of 2,788 projects and facilities, it is planned to implement large-scale work in the amount of 21 trillion 209 billion soums. In 2020-2023, it is planned to implement 1,359 projects to create territorial investment projects and industrial clusters in the Aral Sea region worth 12.3 trillion soums.

One more aspect. In order to exercise parliamentary control over the implementation of the State Program, a systematic study of the work carried out by senators, including the Senate Committee on the Development of the Aral Sea Region, an analytical study is regularly carried out directly on site. In the process of studying, priority is given to communicating the essence and content of the resolution to the general public, the state of implementation of investment projects, working with families included in the "iron notebook", "women’s notebook" and "youth notebook", resolving issues that have arisen on the ground, interaction with representatives Media and bloggers.

In the course of the control and analytical activities carried out by the senators in November, 187 objects in 17 districts (cities) were studied and meetings were held with 1,091 entrepreneurs and activists of the population. An in-depth analysis of the state of implementation of a total of 1167 projects to be implemented in the district (city) within the approved territorial program was also carried out.

As of 5 December, 1108 investment projects worth 3 trillion 164 billion soums were financed out of projects envisaged for implementation. Among them, 358 projects were financed in the agricultural sector for the amount of 592.0 billion soums, in the industrial sector - 311 projects for the amount of 1 trillion soums. 981 billion soums, in the field of services - 439 projects worth 590.8 billion soums. As a result of the implementation of 605 projects worth 899 billion soums, 3116 new jobs were created.

At the same time, during the meeting, it was noted that in the process of studying, along with the positive results achieved, it was also revealed that a number of shortcomings were made.

It has been established that 76 projects worth 974.5 billion soums, to be implemented by 5 December 2020, for various reasons were not completed on time. In addition, credit funds in the amount of 15.1 billion soums were not allocated for 15 projects to be implemented through bank loans.

In addition, it was noted the need for the implementation of social and economic investment programs by responsible organizations to pay special attention to a responsible approach to conduct a deep analysis of project execution and study their prospects, to the effectiveness of program projects, production capacities, and newly created jobs for the development of the socio-economic potential of cities. and areas.

During the meeting, a number of problems were also discussed, which found their positive solution thanks to the efforts of the Committee for the Development of the Aral Sea Basin Region in the process of studying the territories.

Thus, in the course of the study of Kara Oy Parranda on the territory of the Uzbekistan MSG, it turned out that the construction of a farm owned by the society began without an environmental impact assessment and without the consent of the residents of the nearby houses. Together with MSG activists, 26 houses were visited, explanatory work and conversations were conducted among the population, their consent was obtained.

At the initiative of the Committee, work has begun on the free installation of a facility for purification and desalination of 5 cubic meters of water per hour on the territory of the aul gathering of citizens "Otakul" of the aul "Kara Agach".

One more aspect. To assist the activities of the Committee of the Jokargy Kenes of the Republic of Karakalpakstan, a headquarters was also created, its material and technical base was formed, the activities of the Working Group consisting of deputies of local Kengashes in the context of districts were established, meetings were organized with more than 200 entrepreneurs and activists. Based on their results, 40 proposals were formulated for inclusion in investment programs for the coming years, the state of more than 100 social objects visited was studied.

In addition, along with the heads of ministries, departments, commercial banks, senators and deputies of Jokargy Kenes are also assigned to cities and regions of the Republic of Karakalpakstan.

During the meeting, the members of the Senate focused on such issues as late allocation of credit funds and delays in the allocation of credit funds for some projects, failure to carry out coordination work, taking into account a deep analysis of the implementation of projects by responsible ministries and departments in the territories assigned to them.

Proposals and recommendations were also made on the conduct of strict parliamentary control over the implementation of the State Program, discussion of local Kengashes by deputies at sessions of the implementation of projects implemented in the context of makhallas.

A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
