Tashkent, Uzbekistan (UzDaily.com) -- Not all decisions made by local Kengashes are included in the E-qaror electronic system. This was especially noted at the online seminar organized on 29 July, headed by the Chairman of the Senate for the chairmen of standing committees and heads of secretariats in all regions.
It discussed the issues of correct and effective organization of the activities of local Kengashes, ensuring the legality of their decisions, strengthening the role of standing commissions of Kengashes in this direction.
It was noted that in the first half of 2022, more than 1900 sessions were held by local Kengash. Over 17,400 issues were discussed and appropriate decisions were made.
At organized sessions, more than 9,500 reports and information from the heads of local government bodies were heard.
Approximately 1,200 decisions have been approved on issues such as territorial development programs, the local budget and its execution, the establishment of local taxes and other obligatory payments, and the provision of local tax incentives.
It was noted that during the sessions of the local Kengash, it is necessary to pay special attention to strict compliance with the requirements established by law, ensuring the rule of law when making decisions of the Kengash, strengthening measures to control the execution of the local budget and programs aimed at the socio-economic development of territories.
It is indicated that the practice of inviting officials who did not respond to a deputy’s request to the Kengash session and bringing the issue up for discussion at the session is poorly established.
It was also emphasized that not all decisions made by local Kengashes are included in the E-qaror electronic system.
In particular, the need to pay special attention to ensuring that decisions related to the local budget are fully placed in the electronic system was mentioned.
It was noted that this system also serves to ensure openness and transparency, decision-making on the basis of legislation.
In addition, instructions were given to organize the reception of citizens on the basis of a separate schedule, to inform the public in advance of the days of reception through social networks and other media.
It was noted the importance of widespread explanatory work by deputies of local Kengashes under the program "Initiative budget", raising problems, making their contribution to solving existing problems by stimulating the voting of the population.
Explanations were also given regarding the role and tasks of local Kengashes in the framework of constitutional reforms.
