Tashkent, Uzbekistan (UzDaily.com) – Experts of Institute of Strategic and Inter-regional researches (ISMI) took part in a master class on compiling the Bertelsmann Transformation Index, organized by the Ministry of Justice of the Republic of Uzbekistan together with the leading German Bertelsmann Foundation.
During the webinar, specialists and experts from research institutions, ministries and departments of Uzbekistan got acquainted with the methodology for the formation of the Bertelsmann Transformation Index, developed in the early 2000s in order to assess the degree of development and management of the processes of political and economic transformations in the countries of the world.
Speaking at the event, the General Director of the Bertelsmann Foundation S. Empte noted that the methods used by the Foundation for assessing the quality and differences of political governance, democratization and transformation of the world’s economies serve as the basis for developing practical recommendations that allow not only to determine the directions of reforms in the economic and political development of each state , but also to improve methods and methods of management, models of external support for transformation processes.
German experts, having familiarized themselves with the measures being implemented in Uzbekistan to improve the organizational and legal framework and mechanisms for the country’s participation in the country’s priority international ratings, welcomed the country’s unique experience in forming a national system for monitoring and evaluating Uzbekistan’s positions in international ratings and indices, which was reflected in Decree of the President of the Republic of Uzbekistan Shavkat Mirziyoyev on 2 June 2020.
In general, the specialists of the Bertelsmann Foundation positively noted the significant transformations in the field of macroeconomic policy and market institutional reforms, in the banking sector, the improvement of the investment climate and large-scale measures to support exports, the development of the construction sector and expressed their readiness to continue mutually beneficial cooperation on further indication of Uzbekistan in the Bertelsmann Index with taking into account the reforms being implemented in the country.
It should be noted that ISMI is also involved in the implementation of the Program of Measures to strengthen the position of the Republic of Uzbekistan in international ratings and indices. In particular, earlier, based on an in-depth study of the methodological and other components of the Global Competitiveness Index of the World Economic Forum and the World Bank’s Quality of Governance Rating, data analysis of the scale of political terror developed by Asheville University, guidelines and instructions on improving the position of Uzbekistan in international ratings and indices were developed and presented to the ministries and departments of the country.
