Tashkent, Uzbekistan (UzDaily.com) -- No matter what important and relevant laws, decrees and resolutions are adopted, if their implementation is not ensured, efforts to improve the quality and standard of living will be ineffective.

An unrealized law is worse than an unaccepted one. Since, this casts doubt on all the efforts being made to ensure the rule of law.

In the President’s Address to the Oliy Majlis, special attention is focused on this issue.

As noted, communicating to the responsible persons and clarifying the essence of the adopted documents, assistance in their implementation and control over their implementation are determined by the main task of the Ministry of Justice.

It should be admitted that the current control system has recently been rather formal. That is, special attention was focused on monitoring the execution of resolutions.

From now on, a new system is proposed in this matter. In accordance with it, the correct and specific essence and content of the adopted resolutions, decrees and resolutions will be directly communicated to the leaders of the region, districts (cities).

If the executors indicated in these documents have misunderstandings in some issues, the justice authorities will take measures to fully explain the order. At the same time, all the necessary conditions will be created for the justice authorities.

When executing orders indicated by the documents of the President or other legislative acts, and the occurrence of certain difficulties in their implementation by the responsible ministries and departments, the justice authorities will assist in organizing the implementation of this order. However, this does not mean that the Ministry of Justice will turn into a direct executor of the order. It will only play the role of a kind of guide on the path of its implementation.

It should be noted that each ministry and department is obliged to fully, efficiently and conscientiously fulfill the instructions indicated in the documents. It is no secret that every manager bears personal responsibility for this. In fact, there is no need to "prod" him all the time.

Let’s imagine that no ministry has fulfilled the order. As the head of state noted, now this will be followed by the strictest measures, up to and including dismissal. It is noted that this issue is under the personal control of the head of state.

For this purpose, a special separate unit will be created in the Ministry of Justice, which will be given the necessary powers and resources. Its regional subdivisions will also be created throughout the republic.

They will identify cases of non-compliance with the requirements of legislative acts, unauthorized or incorrect interpretation of norms, subjectivity in the application of the law and a narrow departmental approach, measures will be taken to prevent them in the future.

Moreover, problems that hinder the execution of orders will also be identified, and measures will be taken to eliminate them.

Based on the results of the activity, critical information will be submitted to the President of the Republic of Uzbekistan. On its basis, measures of responsibility will be taken in relation to the relevant official. One of the most basic innovations is the assignment of such a task as involving the general public in this process.

In this case, the institutions of "public hearings" and "public control" will be widely used. That is, information about orders, the implementation of which is not ensured, will be sent by citizens through the notification system. If necessary, the mobile application will be launched.
