Tashkent, Uzbekistan (UzDaily.com) -- On 25 February 2022, the Ministry of Justice of the Republic of Uzbekistan organized an international conference on "Legal support for strategic reforms: final analysis and new challenges".
The purpose of the conference is to analyze the results of the legal support of strategic reforms, as well as to discuss new tasks and challenges facing the legal community in the light of the adoption of the New Uzbekistan Development Strategy for 2022-2026.
Reports on the subject of the conference were made by foreign experts from the UK, Croatia, the USA, as well as UNDP, EU and USAID offices in Uzbekistan.
National experts from the Center for Development Strategy, the Institute for Legislative Problems and Parliamentary Studies, the Higher School of Judges, NANNOZ, the Legal Policy Research Institute provided information on the development of the national legal system and ongoing legal reforms in the country.
Videos dedicated to quantitative and qualitative changes in rule-making over the past five years, as well as the development and adoption of the Development Strategy of New Uzbekistan for 2022-2026 are presented to the attention of the conference participants.
A presentation of the collection “Legal support of reforms: from an action strategy to a development strategy” prepared by the Ministry of Justice was also organized in Uzbek and English.
During the conference, it was noted that within the framework of the Action Strategy for the five priority areas of development of the Republic of Uzbekistan in 2017-2021, about 300 laws have been adopted over the past period, more than 4 thousand decisions of the President of the Republic of Uzbekistan aimed at radical reforming all spheres of life of the state and society.
All adopted documents at the development stage have undergone legal expertise in the Ministry of Justice. Despite the growth in rule-making activity, the introduction of modern digital technologies has created all the necessary conditions for high-quality and timely legal support of strategic reforms. In particular, over the past period, almost all stages of the rule-making process have been transferred to electronic format by launching and modernizing the Project.gov.uz, E-qaror.gov.uz, Regulation.gov.uz, Lex.uz systems.
On the Regulation.gov.uz portal, a public discussion of the draft Strategy for the Development of New Uzbekistan for 2022-2026 was held, which, after adoption, was officially published in the National Database of Legislation of the Republic of Uzbekistan Lex.uz.
The Development Strategy of New Uzbekistan for 2022-2026 provides for seven priority areas, each of which has specific goals (100 goals in total) to further deepen reforms and modernize the country.
Of course, the Ministry of Justice will be directly involved in the implementation of almost every direction and goal as a direct executor or responsible for legal expertise.
Thus, the State program "The Year of Ensuring Human Interests and Development of the Mahalla" provides for the development of about 300 draft regulatory legal acts, including over 30 bills. This kind of state programs will be adopted on an annual basis as a mechanism to ensure the practical implementation of the Development Strategy of New Uzbekistan for 2022-2026.
In this regard, it is important to cooperate with various international institutions to study advanced foreign practices, maintain feedback from stakeholders, as well as conduct broad public consultations in the implementation of strategic reforms.
The Ministry of Justice will continue to increase cooperation with international, foreign and national partners in order to provide high-quality legal support for the strategic reforms being carried out in the country, taking into account best practices, according to the public relations department of the Ministry of Justice.
