Tashkent, Uzbekistan (UzDaily.com) -- Today, on 11 December, a meeting of the Senate Committee of the Oliy Majlis on Judicial and Legal Issues and Combating Corruption was held, at which information from the Minister of Justice on the state of lawmaking and law enforcement practice of state bodies and organizations in 2020 was heard.
It was attended by members of the Senate, heads of relevant ministries and departments, as well as representatives of the media.
It was noted that in 2020, the ministry received more than 5,000 draft regulatory legal acts related to the rule-making activity of state bodies in 2020 for legal expertise, of which more than 4,700 regulatory legal acts passed legal expertise, 350 were returned without legal expertise.
Legislative acts were timely delivered by the Ministry to more than 140 state bodies and organizations through the E-Hat program.
In addition, today the ministry has created an information system "State registration and distribution of normative legal acts", which allows sending documents in electronic form to about 600 state bodies and their territorial offices.
For nine months of this year, in the field of law enforcement practice of state bodies, law enforcement practice in 19 directions has been studied. As a result, 14 draft normative legal acts and 13 analytical reports were submitted to the Government.
At the meeting, the senators noted the need to take measures to eliminate urgent problems in the field of rule-making and law enforcement practice of state bodies and organizations.
In particular, work is not being carried out to reduce as much as possible departmental regulations, to revise general legislation that does not affect the application of the law. In addition, the systematization of normative legal acts regulating relations in specific areas has not been properly adjusted due to the fact that unreasonable restrictions, excessive administrative procedures and outdated mechanisms have not been eliminated.
The need to develop the practice of agreeing a draft regulatory legal act, predicting possible consequences when solving a problem at the stages of public discussion, including the provision of analytical documents related to the assessment of benefits and costs for citizens and business entities, was noted.
They also talked about the expediency of speeding up the preparation of road maps by local government bodies aimed at abolishing outdated and outdated decisions and systematizing legislation. It was noted that the issue of ensuring the consistency of normative legal acts adopted at the republican and local level is relevant.
Also, during the meeting, the information of the Ministry for the Development of Information Technologies and Communications, the Ministry of Employment and Labor Relations and other government agencies on the state of law enforcement was heard and critically considered.
According to the senators, attention should be paid to measures for a comprehensive analysis of the rule-making activity and law enforcement practice of 9 state bodies in the context of regions and industries, increasing the efficiency of this industry by providing methodological support.
In order to further enhance the participation of individuals and legal entities in assessing the regulatory impact of departmental regulatory legal acts, recommendations are given on the implementation of the practice of conducting a lively discussion of a regulatory legal act or its draft.
The Ministry of Justice was recommended to take into account citizens’ appeals when planning the study of law enforcement practice in the activities of public administration bodies and departments.
Also during the meeting, the insufficient use of innovative methods of law enforcement practice, including web technologies, was criticized by state bodies, and appropriate instructions were given in this direction.
An appropriate decision was made by the committee on this issue.
