Tashkent, Uzbekistan (UzDaily.com) -- In accordance with the decree of the President of Uzbekistan, a pilot project will be implemented in Syrdarya region to introduce a new model for organizing the healthcare system and mechanisms for state medical insurance.
In the project’s boundaries:
- in primary health care institutions, medical teams are created, consisting of a family doctor, paramedical workers who provide him with assistance in the fields of therapy and pediatrics, as well as visiting nurses and obstetricians;
- at the level of each medical institution, a package of free medical services and medicines guaranteed by the state is developed;
- on the basis of a guaranteed package, state medical insurance mechanisms are gradually being introduced, aimed at financing the provision of high-quality and comprehensive medical care to all segments of the population.
Within the framework of the project, a system of medical prevention and patronage will be organized, including:
dividing the population into risk groups based on the existing risk factors;
ensuring that the population of the medium and high risk groups undergoes medical examinations in a timely manner;
providing medical assistance with home visits to patients who are in a high-risk group and who do not have the opportunity to independently visit medical institutions;
conducting targeted screening examinations for certain diseases, taking into account the specifics of the region, instead of preventive examinations;
optimization of patronage examinations, introduction of a new targeted patronage system.
By the decree from 1 December 2020, the State Health Insurance Fund will be established.
The activities of medical institutions at the regional level will be studied and a "medical cluster" will be organized on their basis.
