The "License" system starts operating from 1 March

Tashkent, Uzbekistan (UzDaily.com) -- Resolutions of the Cabinet of Ministers “On approval of a unified regulation on the procedure for licensing certain types of activities through a special electronic system” and “On approval of a unified regulation on the procedure for issuing certain documents of a permissive nature through a special electronic system” were adopted.

The documents were adopted in accordance with the Law “On Licensing, Permitting and Notification Procedures”, as well as Presidential Decree No. UP-6044 from 24 August 2020 “On Measures to Fundamentally Improve Licensing and Permitting Procedures”.

The documents approved:

provisions on the procedure for licensing certain types of activities and the issuance of permits through a special electronic system;

the approximate composition of the Board of Appeal for considering complaints from the competent authorities that make decisions on issuing or refusing to issue a license or documents of a permissive nature at the republican level.

The Regulations also regulate the procedures for monitoring the activities of licensees and persons who have received permits, as well as keeping their records through the information system "License". They contain norms on the requirements and conditions for the implementation of a licensed type of activity and activities for which permits are required, as well as on the procedures for:

filing an application for obtaining a license or documents of a permissive nature, and their consideration;

re-issuance of a license or documents of a permissive nature, extension of their term and changes;

suspension of their action, cancellation and termination;

filing and consideration of a complaint against the decisions of the competent authorities and against the actions (inaction) of their officials;

maintaining a register of licenses and permits.

Grounds for refusal to issue a license or permit may be:

provision of documents required to obtain a license or permit document in an incomplete volume; 

non-compliance of the applicant with the requirements and conditions of the license or permit document;

the presence of false or incorrect information in the documents provided by the applicant;

a negative conclusion based on the results of studies, audits or other scientific and technical assessments that must be carried out.

Other grounds cannot be a reason for refusing to issue a license or permit.

For legal entities or individuals who have a license to carry out a licensed type of activity or its subspecies, or documents of a permissive nature, the requirements and conditions established by the regulations come into force on 1 June 2022.
