The Law of Uzbekistan “On Amendments and Additions to the Law of the Republic of Uzbekistan “On the State Language of the Republic of Uzbekistan” adopted

Tashkent, Uzbekistan (UzDaily.com) - At the sixteenth plenary session of the Senate, the Law of the Republic of Uzbekistan "On amendments and additions to the Law of the Republic of Uzbekistan" On the state language of the Republic of Uzbekistan "was discussed.

Currently, the number of Uzbek speakers is about 50 million people in the world, which indicates that the Uzbek language is becoming one of the largest languages in the world.

Currently, the necessary conditions are being created for the development of the culture and traditions of all nationalities and peoples living in our country, in particular, their native languages. These purposes are served by about 140 national cultural centers created in various regions of the country. Many educational institutions, the media, along with the Uzbek language, also function in the Karakalpak, Russian, Kazakh, Kyrgyz, Tajik, Turkmen languages, that is, the state has created conditions at the proper level for the development of languages and cultures of all nations of our country.

The new version of the Law "On the state language of the Republic of Uzbekistan" was developed on the basis of the Decree of the President of the Republic of Uzbekistan "On measures to radically increase the role and authority of the Uzbek language as the state language" and the Resolution of the Kengash of the Senate "On the results of studying the implementation of the Law of the Republic of Uzbekistan" On the state language "In the city of Tashkent".

Based on the historical role and significance of the day of the adoption of the Law "On the State Language" by the Decree of the President, October 21 in our country is celebrated as the Day of the holiday of the Uzbek language. The norm about this holiday was also reflected in the new Law.

The new Law also enshrines many norms that are not in the current legislation. In particular, the current Law "On the State Language" does not disclose at all issues related to a special state body that ensures the implementation of this Law, the implementation of a unified state policy in this area, and its legal status.

In addition, the lack of requirements for civil servants to know the state language also leads to the fact that this Law practically does not work.

Taking this into account, in order to fully reflect the ongoing reforms in the legal sphere and national legislation and ensure the direct effect of the Law "On the State Language", it has been developed in a new edition.

The Law contains such new norms as the purpose and scope of the Law, legislation on the state language, the state language of the Republic of Uzbekistan, the status of other languages in the Republic of Uzbekistan, the inadmissibility of language discrimination, the main directions of state policy in the development of the state language, the powers of the Cabinet of Ministers on development the state language, the powers of state bodies and organizations in the development of the state language, public control over the development of the state language and compliance with the legislation on the state language.

In addition, this Law sets out in detail such issues as the use of the state language in the activities of state bodies and organizations, the language of office work, the use of the state language at events held by state bodies and organizations, the language used in regulatory and other documents, as well as their projects, the language used in appeals of individuals and legal entities, the language in which the proceedings are conducted, used for the registration of acts of civil status, identity cards and citizen rights.

The adoption of the Law will give a significant impetus to the use of the state language in all spheres of public life, its development and popularization. Thus, the definition at the level of the Law of the Republic of Uzbekistan of the main directions of state policy, as well as the powers of the Cabinet of Ministers in the field of the development of the state language will serve the use of the Uzbek language in all areas in accordance with the norms of the literary language. This will ensure the preservation, transmission to future generations of the historical and spiritual heritage associated with the Uzbek language.

The senators especially noted the words of the head of state that “we should consider our attitude to the state language as an attitude to our independence, loyalty and respect for it - as devotion and respect for the Motherland. This should become the rule of our life. "

The law was approved by the senators.
