Tashkent, Uzbekistan (UzDaily.com) -- A Presidential Decree "On measures to further improve the efficiency of the activities of justice bodies and institutions in ensuring the rights and freedoms of citizens and the provision of legal services" was adopted.
In accordance with the Decree, the Public Services Agency and the Agency for Intellectual Property were attached directly to the Ministry of Justice, and their territorial structures were attached to the territorial bodies of justice in order to introduce a unified management in the system of justice bodies.
As a result, the number of managerial personnel decreased by 110 units, i.e. by 2.2 percent (only the central office decreased by 10 percent, from 356 to 320 units).
Duplicating duties in the system of the Ministry were reduced from 35 to 23 items (34 percent), and functions - from 388 to 215 items (46 percent).
Regional Departments of Public Services and Intellectual Property Centers were transferred to the territorial departments of justice.
District public service centers, registry offices and legal service centers will be merged with district departments of justice and transformed into single departments of justice operating in the same building, which include separate responsible persons for the protection of intellectual property.
The decree approved a program of measures to further improve the efficiency of the Ministry of Justice and its digitalization.
The program will introduce a system of composite, that is, the simultaneous provision of interconnected public services, for example, registration of real estate and address, assignment of benefits for disability and various diseases.
Also, the decisions of the Government adopted in the period from 1990 to 2016 will be reviewed in terms of providing benefits for citizens and entrepreneurs.
According to the Decree, a single electronic portal of the e-shartnoma system will be created. Through the system, entrepreneurs will be able to receive free samples of various contracts online.
In order to strengthen the control of the Kengashes of people’s deputies over reforms in the regions, a new form of parliamentary control will be introduced - the "request of the Kengash".
From 2023, a procedure will be introduced for collecting electronic control copies of copyright objects in the Unified Database.
