Tashkent, Uzbekistan (UzDaily.com) -- On 4 November 2020, a joint meeting of the Senate Committee of the Oliy Majlis on Judicial and Legal Issues and Anti-Corruption and the Syrdarya Regional Kengash of People’s Deputies was held.
During the meeting, information was heard from officials of state bodies engaged in anti-corruption activities in Syrdarya region, regarding the systemic problems that caused the emergence of corruption on the ground, and the state of corruption.
The meeting was attended by senators, deputies of local Kengashes, a representative of the Anti-Corruption Agency, heads of territorial law enforcement agencies, state and public organizations and representatives of the media.
During the meeting, it was noted that large-scale work is being carried out in our country to improve the legal awareness and legal culture of the population in the country, to form an intolerant attitude towards corruption in society, and to combat corruption in all spheres of state and public life. Among them are the Law of the Republic of Uzbekistan "On Combating Corruption" and state programs implemented in this area.
It was emphasized that the territorial bodies of Syrdarya region have done comprehensive work to combat corruption in the implementation of the tasks specified in this Law and state programs.
So, in 2019 and for 9 months of this year, the regional law enforcement agencies opened 82 criminal cases against officials who committed corruption crimes, 71 criminal cases against 80 persons were sent to court.
According to the analysis, 11 of them are senior officials in the field of public education, 8 - internal affairs, 5 - agriculture and water management, 5 - bank, 4 - preschool education, as well as 1 each - Bureau of Compulsory Enforcement, Tax Sphere, Health System, Higher educational institutions.
Among the officials prosecuted, one committed the crime of official forgery, two - fraud and exceeding the limits of authority, 7 - bribery, bribery and mediation in bribery, 58 - embezzlement by embezzlement or waste of property.
The mechanisms of social partnership are not widely used when establishing at the proper level interaction with territorial state bodies and civil society institutions, including the territorial branch of the National Association of Non-State Non-Commercial Organizations of Uzbekistan, the Territorial Branch of the Center for Civil Society Development of Syrdarya region and non-state non-commercial organizations to combat corruption and implementation measures to prevent corruption.
The participants of the event emphasized the lack of full-fledged interaction with representative bodies when communicating directly by the performers the essence and significance of regulatory legal acts to the general public.
During the meeting, the work done in this direction was also deeply analyzed, attention was focused on the tasks ahead.
In particular, they noted the need to increase the efficiency of campaigning among various departments and the population to prevent cases related to bribery, abuse of office and the elimination of all forms of corruption.
Along with monitoring the state of work in the field of combating corruption in the field, the Standing Commissions of the regional, district and city Kengashes of People’s Deputies on ensuring the rule of law and combating corruption were given instructions on its comprehensive study in the context of territories and determining measures and preparing proposals to eliminate the identified systemic problems.
As a result of the meeting, it is planned to implement such effective measures as ensuring the establishment of internal control and internal audit for the implementation of mechanisms that disclose the financial results of the activities of departments, contributing to the transparency of anti-corruption measures, preventing conflicts of interest among employees of state bodies and introducing a system of "compliance control" in state bodies. and economic management.
An appropriate decision was made on the issue discussed at the joint meeting.
