The first steps in attracting direct investment in the heating system of Tashkent discussed

Tashkent, Uzbekistan (UzDaily.com) -- On 28 January, the deputy governor of Tashkent, Bakhtiyor Rakhmankulov, met with the Korean company CMENTECH CO. LTD. and consultants to the Asian Development Bank.

As previously reported, ADB is an exclusive consultant on transactions with respect to the project for transferring the management of the Tashkent heat supply system on a long-term lease basis. ADB’s role as a consultant is to conduct technical, legal and financial evaluations of proposals received from foreign companies.

At the meeting, the parties discussed participation in the PPP project on modernization and improvement of heating systems in Tashkent, proposed by CMENTECH CO. LTD. In particular, the reconstruction of the shopping center-2 of Mirzo of the Ulugbek district was identified as a priority, where it is planned: transition to a closed heat supply system, modernization, relocation of worn-out and damaged heat networks, the introduction of smart heat metering devices and an intelligent heating system.

Bakhtiyor Rakhmankulov noted that, first of all, in this project it is necessary to take into account the investment of grant funds of the Government of the Republic of Korea and the attraction of foreign direct investment by CMENTECH CO. LTD., As well as that the ongoing work should not lead to an increase in tariffs.

The parties agreed that during the first week of February the company will provide the concept and related documents. The cost of work is estimated at approximately US$70-100 million and will be clarified after the feasibility study.

Thanks to the project, gas consumption and heat loss during transportation are expected to be reduced by more than 30%.
